Position: Service Design and Delivery Lead
Location: Home based – nationwide
Salary: £56,840 – £68,208

This role is funded for an initial 12 months, with a potential 12-month extension based on the trial's success.
The Role
We are looking for an experienced and innovative Service Design and Delivery Lead to take charge of an exciting Youth Innovation Project, aimed at supporting young people into employment.
Working within a small, agile team alongside the Innovation Lead and Operational Excellence Manager, you will adapt and mobilise a successful care-leaver programme to a broader NEET (Not in Education, Employment or Training) population. You will have full responsibility for the design, mobilisation, and delivery of this service, including contract and line management of the employment team.

Main Duties and Responsibilities
Service Design
• Adapt and expand an existing care-leaver focused model to meet the needs of a wider NEET population.
• Co-produce services with young people to ensure their voices are central to design.
• Develop clear customer journeys, processes, data requirements, and training plans.
• Create HR, financial and risk management plans to support long-term viability.
• Build strong partnerships with local authorities, charities, and voluntary organisations.
Service Mobilisation
• Lead on recruitment, training and development of the delivery team.
• Work with internal teams to prepare systems, data, and communications for programme launch.
• Develop participant recruitment strategies with the Communications team.
• Ensure programme readiness through effective mobilisation and integration with other services.
Service Delivery
• Lead the day-to-day management and running of the programme.
• Ensure KPIs, contractual targets, financial outcomes and customer satisfaction are consistently achieved.
• Analyse feedback to drive continuous improvement and innovation.
• Provide regular reporting to commissioners, senior leadership, and evaluation teams.
• Oversee budgets, risk management, and compliance with corporate policies.
