The Role
This is an exciting opportunity to join the Technology Department, who have recently supported the opening of V&A Storehouse and the Order an Object Service, at a time of continued change.
The PMO Manager, working within the Technology Programme Management Team, will oversee a portfolio of work, ensuring that projects are planned, governed, and executed effectively and against the PMO standards and procedures.
You will work with the Head of Technology Programme Management to further develop and embed the PMO processes and tools, and with the Technology Senior Leadership team to ensure that these align seamlessly across the Technology Departments processes (including planning, resource management, task management, finance management).
What will you be doing?
1. Develop and establish where needed, processes, standards, guidelines, templates and tools to ensure a standardised and consistent approach to project delivery.
2. Lead to ensure the delivery of projects against these processes, standards, guidelines, templates and tools, in support of a consistent and controlled delivery of projects against the PMO practice.
3. Agree and track key project indicators, such as risks, milestones, budget deviation etc. and ensure they are reported to senior stakeholders in the ways agreed with the Head of Technology Programme Management. Determine against this criteria any at risk projects and report accordingly to the Head of Technology Programme Management.
4. Ensure budgets (budget/forecasts/actuals) are maintained and support the wider museum cycles around project accounting, and budgeting & forecasting.
5. Coordinate and lead meetings to support the resourcing of projects and/or the review of key project indicators.
6. Maintain the overall roadmap of Technology department project deliverables
7. Work with the Technology Senior Leadership Team and Enterprise Architect, to shape the roadmap
8. Work with the Service Design & Transition Manager to industrialise the requirements for SD&T
9. Conduct continuous QA, assessment, and improvement of the PMO practices, including running Lessons Learned to inform of any changes to the existing PMO practices.
10. Provide coaching and mentoring to project managers
11. Ensure the project lifecycle stage gates processes are embedded into all projects, understood and followed, including the formalization of approval to move to the next gate.
Who are we looking for?
Job Specific
• Minimum 3 years' experience in roles within an IT Portfolio Management office, preferably managing and transforming the function (including developing maturity).
• Minimum 5 years experience managing and delivering IT projects at a level to be confident instructing and guiding project managers and advising on project planning & estimating, tracking & control, schedule & RAID management, communication, governance, and reporting.
• Deep understanding of the role and value of a Portfolio office, and appropriateness to specific organizational type and working practices.
• Solid understanding of the typical IT project lifecycle and grasp of various methodologies and approaches, e.g. waterfall, Agile, etc.
• Experience of delivering change by understanding problems, building consensus around desired outcomes, priorities, and challenges, and bringing stakeholders on the journey.
• Experience working with Project Portfolio Management tools and techniques
• Experience within the museum or charitable sector would be an advantage but not essential

• Strong communication and collaboration skills. You will be expected to present to department-wide meetings, and other internal meetings
• The ability to confidently and assertively engage Project Managers and other project stakeholders to maintain oversight of progress, status and issues on all projects across the portfolio.
• Proactive self-starter, strong motivation and drive to improve services and demonstrate value.
• Attention to detail to ensure quality and accuracy of project deliverables but also a "big-picture" and "future planning" person who is able to guide people towards the ultimate transformation goals
• Strong stakeholder management experience at senior level
• Quick to identify both trends and root causes of problems, propose appropriate solutions and ensure clear messages driving clear action.
• Ability to communicate effectively across all levels to encourage people into adopting new ways of working to improve service delivery.
• Ability to define new operating models and processes, and to visualise and simplify complex problems
• Knowledge of MS Project for Web, MS Project Accelerator, MS Project, SharePoint, Teams, Excel, Power BI preferred, with good working knowledge of PowerPoint
