Description Are you a seasoned IT Professional with a passion for service management? We are seeking an experienced individual to lead our team of experts in ensuring the seamless operation of the IT Services across the Scottish Public Pensions Agency. The Scottish Public Pensions Agency (SPPA) is an Agency of the Scottish Government. Its principal role is to administer the pensions, premature retirement and injury benefits schemes for employees of the National Health Service in Scotland (NHSSS) the Scottish Teachers' Superannuation Scheme (STSS), the Fire Scotland Pension Scheme and the Police Scotland Pension Scheme. The Head of Service Management will work to support business objectives. As the Head of IT Service Management you will be responsible for planning, coordinating, and supervising all activities related to the implementation and maintenance of the organisation's information technology systems and cloud infrastructure and strategy. This role requires a blend of technical expertise, project management skills, and leadership abilities to ensure the effective operation of the IT infrastructure. Responsibilities Provide technical leadership to optimise the performance of IT infrastructure including cloud management and disaster recovery. Investigate and manage the adoption of tools, techniques, new technology and processes (including automation) for the management of systems and services, including planning, installation, and ongoing maintenance. People and functional management of objectives and responsibilities. Develop organisational policies, standards, and guidelines to ensure effective supplier management and governance to meet key performance indicators and agreed targets, across the integrated supply chain. Develop policies, standards, processes and guidelines for ensuring the physical and electronic security of systems and data. Promote commercial awareness and drive adoption of and adherence to financial management policies and standards whilst managing all financial IT budgets. Plan and lead strategic, large and complex business process improvement activities aligned with automation, or exploiting existing or new technologies. You will be responsible for the direct line management of team members. Responsibilities Qualification Relevant Programme Management qualification and ITIL accreditation are essential. Success Profile Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on. Experience: Lead Criterium: Expert-level ability in supplier and system administration governance, ensuring cyber security, ITIL and data governance and disaster recovery. Expert-level ability in Agile and Lean practices, coaching and leading teams, serving as a recognised advocate, continuously reflecting and challenging teams, and innovating by creating or tailoring new ways of working. Expert-level ability in communicating between technical and non-technical stakeholders, mediating between people, managing stakeholder expectations, moderating discussions about elevated risk and complexity, and representing the community to large audiences both inside and outside of the organisation. Expert-level ability in supporting delivery momentum, perfecting team delivery flow, actively addressing complex risks, issues, and dependencies, and innovatively unblocking issues even when ownership is unclear or external. Manage configuration management for the organisation, ensuring value for the business and adherence to company policies. Assessments are scheduled for Friday 1st August or Monday 4th August however this may be subject to change. Qualifications About Us The Scottish Public Pensions Agency is an Agency of the Scottish Government. Our principal role is to administer the pensions for employees in the National Health Service, Teachers’, Police and Fire-fighters’ pension schemes in Scotland for over 500,000 key workers. The Agency administers these public service pension schemes on behalf of Scottish Ministers with an annual pension spend to over 200,000 pensioners to the value of more than £2.5 billion. DDaT Pay Supplement This post is part of the Scottish Government Digital, Data and Technology (DDAT) profession, as a member of the profession you will join the professional development system, currently BCS Role Mode plus. This post currently attracts a £5000 annual DDAT pay supplement, applicable after a 3-month competency qualifying period. The payment will be backdated to your start date in the role. Pay supplements are reviewed regularly and there is one currently underway. Changes will be communicated when the review is concluded.
