The Box Encapsulation Plant project is one of the most important construction projects at the Sellafield Site, the plant will play a vital role in Sellafield’s 100-year clean-up programme by taking nuclear waste recovered from the site’s original wasteplants and encasing it in concrete so it can be stored in a modern building. The plant is primarily designed to deal with waste from the Magnox Swarf Storage Silo, one of four legacy waste plants prioritised for clean-up by Sellafield Ltd’s owner, the Nuclear Decommissioning Authority (NDA). Alongside that work, the plant will also receive certain wastes from the other three legacy waste stores, the First Generation Magnox Storage Pond, the Pile Fuel Storage Pond, and Pile Fuel Cladding Silo.
The BEP Joint Venture project will safely design and deliver a plant and the works in accordance with the requirements of the contract to enable conditioning of wastes from the various donor plants, carried out in line with the Employer’s needs and to the satisfaction of stakeholders in the Box Encapsulation Project (BEP).
About the opportunity
The Area Commissioning Team Leader (ACTL) reports to the Deputy Commissioning Manager and the Commissioning Manager. The ACTL has Lead Commissioning Engineers and Commissioning Engineers and Commissioning Technicians reporting to them. The ACTL supports the Deputy Commissioning Manager/Commissioning Manager in the management of the commissioning of the BEP facilities and transferring them over to the client operations team in compliance with the Nuclear Site License condition 21.
The ACTL is responsible for:
1. Ensuring Safety is the highest priority on the project with a continued strive towards Zero Harm. They ensure that they are a role model for all aspects of safety, ensuring a proactive approach to nuclear, radiological, conventional and environmental safety.
2. To support the project Safety Leadership tasks which include but are not limited to; Plant/system Walk downs and undertaking ‘Leader in the Field’ surveys and assessments.
3. Delivering defined commissioning work scope to an agreed strategy and plan in a timely and cost effective manner.
4. Managing the compilation and approval of Commissioning Test Documents for both IPC and ISC via the GoC Completions Management System (CMS).
5. Managing execution of the arrangements for controlling, witnessing, recording and assessing the results of commissioning tests for both IPC and ISC.
6. Providing weekly Area Commissioning progress reports to Commissioning Management.
7. Ensuring that all Commissioning reporting is carried out in a timely manner.
8. Populate the Line of Site (LOS) boards on a daily basis and present progress/issues.
9. Liaise with the Commissioning planner to maximise commissioning delivery opportunities and to support the reporting of commissioning progress.
10. Liaise with Commissioning management/GOC to achieve system execution completion to schedule to allow for client handover.
11. Ensuring that all commissioning activities are recorded and managed.
12. Planning, balancing and prioritising commissioning resources to support successful project delivery.
13. Ensuring input to other project processes are incorporated, for example, design, HAZOP, risk, contract, estimating and knowledge management.
Experience & Qualifications:
14. Commissioning experience in a similar managerial role for either nuclear or conventional systems commissioning.
15. Experience with GoC CMS (or similar).
16. Preferred degree, HNC/HND in Engineering related subject.
17. Project management knowledge, preferably APM member.
18. IOSH Managing Safely or equivalent.
19. CSCS or equivalent card.
