Role title: Fibre Quality & Delivery Specialist – Fibre Services Region

Location: Field Based - Northumberland & Yorkshire


Role purpose


The Fibre Quality & Delivery Specialist will:

* Inspect and report on the quality compliance of onsite works undertaken by supply chain partners against installation, legislative, health, safety, and environmental standards—analysing results, managing corrective actions, and providing feedback.
* Provide technical support to Diversionary Works, Projects, Enterprise & Assure Delivery Planning Teams to improve right-first-time client brief/scope assessment.
* Support Planners, Delivery Managers, and Suppliers in delivering works to SLA and customer expectations.
* Contribute to the ongoing evolution of the fibre network by staying informed of new products, practices, and legislation.
* Assist with training and awareness activities for internal teams and supplier partners.
* Provide post-works compliance assessments against scope, standards, and budget.
* Use expert knowledge of fibre networks to protect assets and ensure customer reliability.


Key responsibilities


As a Fibre Services Delivery & Quality Specialist you will be expected to:

* Undertake quality inspection activities on in-progress and completed works, checking compliance against agreed scope, specifications, and budget.
* Produce site reports to Delivery Managers following attendance at site, ensuring delivery to SLA and providing customer updates.
* Review escalated orders to support planners with delivery dependencies and alternative solutions where required, including traffic management and build issues.
* Prevent and correct immediate HS&E issues identified on site, supporting Regional H&S Leads and Supplier HSE Teams.
* Report HS&E non-compliance and competence/qualification concerns to appropriate leads and provide support to aid resolution.
* Drive best practice and supplier performance through the management of rectification of non-compliant works and analysis of compliance reports to identify improvements.
* Support delivery and service restoration through consultation with Assure Teams and Suppliers, attending site where required to ensure timely restoration of services while maintaining quality standards.
* Assist with the assessment of new technologies within the fibre network and support training for internal teams and suppliers on new processes and specifications.
* Where competent and assigned, undertake specialist direct works on the fibre network.


Key accountabilities and decision ownership

* Review daily planned works, scheduling and completing quality inspections to meet KPI quotas, and provide monthly analysis of findings.
* Sign off completion of key project stages against deliverables.
* Undertake assessment and reporting on network innovation requests, including training of supplier and internal teams.
* Complete post-flight audits to support approval of As-Builts and measure sheets.
* Undertake direct works as required, including but not limited to:
* ODF audits
* Cable/patch cord tracing
* OTDR testing
* Plant identification
* Joint surveys


Core competencies, knowledge, and experience

* Expert knowledge of telecommunications installation practices, standards, and legislation (civils, cabling, splicing, and testing).
* Strong understanding of the New Roads and Street Works Act (NRSWA) and associated codes of practice.
* Knowledge of HS&E monitoring, legislation, management, and reporting processes.
* Effective written and verbal communication skills with the ability to engage both individuals and groups.


Technical / professional qualifications

* NRSWA accredited (Supervisors and Operatives).
* IOSH, CSCS accreditation, or equivalent.
* Full UK driving licence.
* PC literate.


Key performance indicators

* Completion of required audits per month to the required standard, with analysis and results applied effectively.
* Management of rectification, technical assessment, and root cause analysis activities through to completion.
* Monthly supplier assessments and findings analysis.
* Opex avoidance measurement.
