Are you an experienced Business Analystlooking for your next challenge on a project where you can make areal impact? We are looking for an experienced business analystto help us disaggregate our ICT Hosted Service.
Cumberland Council currently provide ICTservices for 2 additional organisations, under a Hosted Servicearrangement. Those 2 organisations are Westmorland & FurnessCouncil and Cumbria Fire & Rescue Service. The currentHosted Service started in April 2023 and was always intended tobe an interim arrangement.
Working with the Senior Manager, ICT HostedService, the successful candidate will be a key part of theproject team and responsible for supporting the Project Managerto develop then deliver the project that will bring this HostedService arrangement to an end.
This is a complex project, that willinvolve transferring key components of the current service(people, systems, assets, processes, etc) across to the other 2organisations that the service currently supports.
The successful disaggregation of thecurrent Hosted ICT Service is key to enabling Cumberland todeliver the Council’s vision for ICT and in doing so to deliverthe Council’s broader, strategic vision, of which ICT is a keycomponent.
The Cumberland ICT service is a team ofhighly skilled professionals all committed to delivering ahigh-quality service to all 3 of the supported organisations in aworking environment that is collaborative and supportive. We aimto hire people with the skills and experience to do the job, toagree clear objectives and then give them the space todeliver.
The role is primarily home-based but thereis an expectation that there will be some travel to CumberlandCouncil offices to run workshops and key meetings.
KeyResponsibilities
As a key member of the project team, youwill work with colleagues in the ICT Hosted Service and with keystakeholders across all 3 organisations to conduct analysis,gather information and data, and develop the agreed productsrequired to enabled informed decisions to be made and to supportdelivery of the Hosted ICT Service disaggregation plan.
You will work closely with ICT HostedService disaggregation Project Manager to enable the successfuldelivery of the project to time, cost, and quality.
Who We’reLooking For
You will be pro-active, able to work onyour own initiative to deliver agreed objectives with minimalsupervision and able to work as part of a team. You will have alogical, methodical approach to gathering information andanalysing data, with the ability to take complex information orconcepts and present them in a format that makes it easy forother to understand and use to make informed decisions. You willhave experience of producing clear, evidence-based reports toensure a risk managed approach to decision making.
You will have knowledge and experience ofusing various business analysis tools and techniques. You willunderstand key ICT concepts and be able to engage with ICT staffto extract the key information required to develop key products,including technical specifications and project briefs, to supportthe project.
You will have experience of working onprojects throughout the project management lifecycle with astrong understanding of the principles of change management.This should include experience of engaging with business areas,using system and process analysis and technical expertise toeffect change. You will also be able to provide examples ofwhere you have used problem solving skills to develop innovativesolutions.
Knowledge of public sector regulations,procurement practice and procedures would be beneficial, and youwill be able to demonstrate considerable experience working in arelevant role or environment, ideally in a Local or NationalGovernment
