The Science, Technology, Research and Analysis (STAR) Group sits at the heart of the Home Office. The group ensures the best evidence and analysis are used to address the strategic issues facing the department. We also provide the science, technology, data, and international insights and collaboration capabilities to drive delivery.
The Performance Reporting & Analysis Unit (PRAU) sits within the Home Office Analysis & Insight Directorate. PRAU’s core role is to lead on reporting and analysis of performance for the Migration & Borders system - to Ministers, the Executive Committee, Operational and Policy teams, for publication and in crisis-response situations. The Unit provides the Department’s operational areas with access to the management information (MI) that they need and provides advice and support to others in the department on how to make best use of performance information and data on migration and borders activity.
The Unit has a particular focus on improving the way management information and performance analysis is provided to the Migrations & Borders system, to take advantage of modern technologies and support the Department’s transformation programme. Through a new reporting capability, based on Microsoft Power BI and underpinning single data store, PRAU is working to revolutionise the way that MI is produced and used in the department.
This post provides an opportunity to work in a fast paced environment, which is inclusive by instinct, engaging with projects that work across the department to understand and deliver reporting requirements both short and long term, and provides opportunity to understand first-hand how the different parts of the Home Office, and external bodies use and interact with key performance information.
The job holder will hold several responsibilities, including delivery of regular and ad-hoc business reporting requirements, as well as playing a key role in embedding new technologies and shaping the future delivery of MI services.
The post holder will work closely with other parts of the unit, and work on PRAU’s behalf with colleagues across, Intelligence, Policy, and Borders and Immigration operations to ensure that the department has high quality data analysis at their disposal to monitor and handle these important issues.
The job-holder must be flexible, customer-focused and confident at delivering to tight timescales and handling conflicting priorities. They will have good communication skills, both written and oral, and a keen interest in using data to shape discussions about operational performance.
Key Responsibilities
* Provide regular MI reports, drawing on a range of borders and immigration data sources/systems.
* Respond to ad hoc requests in this area – including providing data for Parliamentary Questions, Freedom of Information Requests, briefings, audits and inspections, as well as supporting operational colleagues as required.
* Develop and maintain MI reports and dashboards to support the transition to a new system of reporting based around Power-BI.
* Ensure effective quality assurance has been undertaken on all work and that appropriate caveats are made clear, to guarantee the accuracy of reporting and correct interpretation.
* Build and maintain strong, constructive relationships with relevant team leaders and staff throughout PRAU.
* Contribute to a continuous review of process and products in order to ensure consistency and efficiency of data collection and reporting and that it continues to meet the requirements of the business.
* Support the development of new MI on borders and immigration activity and performance - working with customers to understand new MI requirements and with other teams to develop that MI and the underlying datasets required to support it.
* Lead a small team of Higher Performance Analysts and Performance Analysts.
Successful candidates may also be asked to take on additional responsibilities, within scope of the relevant grade, for other parts of PRAU’s work, as the Unit changes over time.
Working pattern
This role is available on a full-time basis with the option of compressed hours working. This role is also suitable for part-time working hours, with a minimum requirement to work 4 days / 30 hours per week due to business requirements.
Travel
Occasional travel within the UK may be required. Travel costs incurred for business need will be reimbursed in line with Home Office travel policy.
Qualifications
* Experience delivering regular and ad-hoc management information reporting and developing MI dashboards (Power BI or similar).
* Ability to work with a range of borders and immigration data sources and to ensure data quality and appropriate caveats for reporting.
* Strong written and oral communication skills, with a customer-focused approach and ability to deliver to tight timescales.
* Confidence in leading a small team of analysts and collaborating with colleagues across Intelligence, Policy, and Borders & Immigration operations.
* Keen interest in using data to inform discussions about operational performance.
