The Opportunity
The Head of Project Delivery (HoPD) is responsible for the timely delivery of utility infrastructure and supporting documentation from the point of handover by the Business Development Team to the point of handover to the Asset Management Team. The principal priorities for those assets are that they are designed, constructed, installed, and commissioned to industry standards, whether by Leep-appointed contractors or qualified third parties.
The HoPD shall ensure that the Project Delivery Team provides accurate forecasts of connections for projects in construction, feed data into the Performance Asset Review process, and inform stakeholders of material changes promptly.
They will also ensure construction defects are identified and mitigated concerning quality, operational risk, or financial liability.
The HoPD will oversee training for Project Delivery personnel on safety, health, environmental, and quality aspects, ensuring understanding of SHEQ responsibilities and adherence to Leep’s processes.
Key Responsibilities
* Line management of the Project Delivery Team, including appraisals, coaching, resource planning, and budgeting.
* Ensure compliance with legislative and Leep SHEQ requirements on assets and sites.
* Monitor and manage the Project Delivery budget.
* Verify and audit contractors, including SLPs and ICPs, involved in project work.
* Develop systems to ensure project work is auditable and compliance is demonstrable.
* Produce board-level reports, including forecasts for lifecycle, annual, and quarterly periods, via the Director of Operations.
* Manage the Project Delivery Acceptance and Handover processes.
* Conduct risk reviews and manage actions to minimize risks and maximize returns.
* Guide Project Managers to foresee problems and develop solutions proactively.
About You
* Experience in a DNO/IDNO organization within project or operational roles.
* Knowledge of the Water Industry NAV process.
* Understanding of multi-utility asset standards.
* Contract management experience.
* Strong leadership and personnel development skills.
* Financial acumen with budget adherence experience.
* Knowledge of H&S management and audits.
* Understanding of regulatory standards and compliance processes.
* Legal knowledge of asset adoption and delivery.
* Proficient in computer and reporting tools.
