Reporting to the programme integration director, the site establishment lead is responsible for the integration of construction logistics for the programme and the construction projects within it. This includes the planning and management of all construction logistics operations and their delivery by third-party contractors in support of the programme. This role is responsible for managing and optimizing construction planning and operations, and maintaining close working relationships with the project teams, as well as other teams within the wider estate.
Due to the strict security requirements, candidates must be a UK National and will need to progress through security clearance.
You’ll be responsible for:
• Protecting the operation of the wider estate site by ensuring that activities do not impact the day-to-day operation of the estate.
• Converting site establishment objectives into operational plans and oversee their safe and efficient delivery through engagement and collaboration.
• Designing and implementation of the processes and procedures necessary for the establishment and sustainment of construction sites throughout the project lifecycles of construction projects.
• Producing employer’s requirements to inform the procurement and of contracts and ensure that the operations of contractors align with the requirements of the construction logistics methodology and framework.
• Driving the highest standards of health, safety, and wellbeing within the projects.
• Planning and manage the budgets to deliver the activities within budget.
• Ensuring continuous improvement across the range of site establishment and operations to deliver operational, safety and cost-efficiency.
• Developing and implement contingency plans to counter risks to site activities.
• Managing third party contractors in their delivery of support including: procurement of contractors; induction; performance management; commercial management; and day-to-day operational control.
• Ensuring that health, safety, welfare and environmental targets are met and that there is a an appropriate HSE culture throughout the logistics operation and its people and contractors.
• Ensuring that all personnel have the required security clearance, certification and right to work in the UK.
• Ensuring that required work permits and permissions are in place for all site activities.
• Capture and report data to demonstrate operational performance and efficiency, identify trends and deliver continuous improvement to cost, quality and programme.
• Ensuring contractor resource levels are constantly reviewed and maintained at appropriate levels.
• Reporting any trends or risks that are likely to impact the operation of the wider estate, HSE or the reputation of the logistics team, the client, or its contractors.
• Preparing method statements, risk assessments fire plans and emergency procedures as required ensuring they are up to date, delivered appropriately and adhered to.
• Managing mobilisation and demobilisation of project applying systematic planning and communication to achieve success.
• Linkaging with other projects and divisions, supporting wider organisational objectives, encouraging cross fertilisation across the business, and identifying opportunities for innovation.
You’ll need to have:
• Degree and chartered status in an engineering, construction, physics, or other related field.
• Knowledge and/or practitioner of project management with experience of applying either; APM body of knowledge and OGC's Prince2.
• Good knowledge of CDM regulations.
• Can demonstrate experience of project managing logistics through the project lifecycle from concept to handover.
• Understanding the needs of nuclear quality and how nuclear quality is assured and controlled.
• Client facing, stakeholder management and problem-solving experience.
• Managing/developing engineering design, contract, and field execution strategies for project delivery.
• Managing/developing multi-discipline projects.
• Managing/developing procurement and management of complex contracts.
• Managing/developing control of costs; risk; schedule and change and proficient in the use of earned value tools.
• Managing/developing close out of commercial claims and the associated negotiations.
• Managing/developing creation and implementation of a logistics strategy.
• Experience of successfully engaging groups of stakeholders up to board level.
• Able to demonstrate strong management skills including project management, financial management, change management and facilitation. Proficient in the use of estimating scheduling, programming, and risk tools.
• Experience of managing contractors, consultants, and other advisors throughout large and complex construction projects, in a regulated environment.
• Good presentation, influencing and facilitation skills. Excellent communication and organisational skills, able to develop relationships and maintain effective networks.
