The Opportunity
We are seeking a forward-thinking Procurement Performance and Development Manager to lead the development of procurement systems, policy, governance, and capability across all council services. You’ll manage a team of six specialists and apprentices, ensuring that our procurement function is compliant, innovative, and delivering optimum value for money.
Your Team
You will lead a team of six, including:
1. 1 x Senior Procurement Systems Specialist
2. 1 x Senior Procurement Policy & Governance Specialist
3. 2 x Procurement Systems, Policy & Governance Support Officers
4. 2 x Procurement Apprentices
Together, you’ll drive continuous improvement, embed best practice, and build commercial capability across the organisation.
What You’ll Do
5. Lead the development and implementation of procurement policy, systems, and governance frameworks
6. Champion compliance with public procurement legislation and internal standards
7. Benchmark performance against best practice and deliver measurable improvements
8. Design and deliver a council-wide learning and development programme to build procurement and commercial skills
9. Collaborate with stakeholders across all directorates to embed effective procurement practices
10. Monitor procurement performance, risk, and value-for-money outcomes
What You’ll Bring
11. A deep understanding of the challenges facing local government and how they impact procurement
12. Up-to-date knowledge of public procurement legislation, policy, and best practice
13. Strong expertise in procurement governance, assurance, and systems
14. Proven leadership skills with the ability to inspire, coach, and develop high-performing teams
15. Excellent communication and influencing skills, with political awareness and stakeholder sensitivity
16. A track record of delivering service improvements and managing change in complex environments
17. MCIPS qualification (or equivalent knowledge and experience)
