(PCI) Finance Manager role at Presbyterian Church in Ireland.
Job title: Finance Manager (with specific responsibilities for the Council for Social Witness).
Council: General Council
Salary Scale: Scale E4, £42,834 - £52,263, plus car allowance
Responsible to: Finance Secretary as professional line manager and to the Secretary of the Council for Social Witness for the functional delivery of Services
Responsibilities and duties
* Finance and Accounting: prepare management and annual accounts for all activities of the Council for Social Witness; monitor performance against budgets and forecasts; ensure adequate financial controls; ensure returns from Council projects are received within agreed timescales.
* Prepare an annual budget/forecasts and apply to United Appeal for funding in conjunction with the Council for Social Witness management team; attend meetings as required and respond to queries.
* Assist in the preparation of consolidated accounts for the General Assembly.
* Review and evaluate Council for Social Witness financial systems and procedures; implement approved changes.
* Oversee timely collection of residential fees and other amounts due to the Council.
* Respond to auditors’ queries regarding the annual audit; advise the Financial Secretary and Council Secretary of any issues.
* Provide financial advice to home managers/administrators on financial issues.
* Oversee capital expenditure, obtain quotes, cost major repairs in advance, and ensure work is approved before payment.
* Review purchasing arrangements and make recommendations; check and authorise purchase invoices.
* Carry out value-for-money reviews and approve Council expenditure and staff expenses with appropriate tax treatment and reporting to tax authorities.
* Oversee collection of property rental income; liaise with Managing Agent and Solicitors; manage estate matters in conjunction with the management team.
* Arrange appropriate insurance cover with brokers in conjunction with key staff; report accidents and process claims.
* Liaise with funders and government departments on contractual arrangements and correspondence with the Council’s management team.
Staffing and Training
* Work with project staff in a support and advisory role to implement policies, procedures, guidance and best practice.
* Provide statutory training to Council staff in financial procedures and regulations.
* Coordinate with the Council payroll officer to ensure controls are in place and operating effectively.
* Contribute to setting remuneration rates for Council staff and advise on cost implications.
* Review monthly payroll for the Council’s Care Homes/Units.
* Lead financial/commercial elements of contractual negotiations with employment agencies to agree staffing rates.
Reporting to Council and Committees
* Attend meetings of Council for Social Witness, its Committees and management teams; present financial reports and ad hoc reports as required; report to the Council’s Finance Committee.
* Attend staff meetings as required.
* Advise management on GDPR matters and report to the Information Commissioner; handle Subject Access Requests promptly.
* Maintain an overview of information and technology requirements and make recommendations in conjunction with the Head of IT.
General
* Contribute to overall organisational effectiveness; perform other duties as deemed appropriate by the Financial Secretary and/or the Secretary for Social Witness in line with General Assembly requirements.
Requirements
Required Criteria
* Qualified member of a recognised professional accountancy body
* At least 2 years’ experience of preparing year-end and management accounts
* At least 2 years’ experience of preparing budgets and forecasts in conjunction with line management
* At least 2 years’ experience and a high level of competence with Microsoft Excel and Word
* At least two years’ experience using computerised accounting systems (e.g. Sage, QuickBooks, Xero, etc.)
* Experience presenting financial information at meetings
* Experience drafting financial procedures and training staff
* Experience overseeing and directing finance-related staff
* Evidence of personal Christian faith in practice and expression; active membership of a Christian congregation (as required by the Fair Employment Treatment (NI) Order 1998)
* Willingness to support and work within the Christian ethos of the Presbyterian Church in Ireland
* Able to work additional and flexible hours to meet reporting deadlines
Desired Criteria
* Experience of working in the voluntary sector and preparing accounts under SORP for Charities
* Experience providing information to auditors, insurers, solicitors and other professionals
* Experience dealing with government departments on contracts, budget submissions, monitoring returns and financial queries
* Experience in preparing HMRC and other government returns
* Experience in consolidating accounts of various reporting entities
* Knowledge of staff expense tax implications
