Job Details
Band 7: £47,810 - £54,710
Hours: 37.5 per week
Location: Base location either St Mary's Hospital, Newport, Isle of Wight, or Building 4000, Lakeside, North Harbour, Cosham, Portsmouth. Across-site travel may be required; frequency to be agreed locally.

The Electronic Document and Records Management System (EDRMS) programme is a key enabler in our five-year digital strategy and a foundational step toward the rollout of the OneEPR (HIOW Acute Electronic Patient Record).
Job Purpose
As part of the EDRMS programme, this role will contribute to improving the effectiveness and value of health care delivery for Isle of Wight NHS Trust and Portsmouth Hospitals University NHS Trust (the Trusts). This post is a senior member of the Digital Service within the Electronic Patient Record (EPR) function. The EDRMS programme supports the five-year digital strategy and the OneEPR rollout.
Job Summary
* Product management of patient-facing IT products and managing the product backlog
* Stakeholder and supplier management within the context of Agile Software Development
* Maintaining Software User & Management Forums
* Represent the user in "user stories" at sprint planning and fulfilment of the sprint "done" statement
* Understand the product category to a subject matter expert level
* Promote the products at local, regional, and national forums
* Ensure all relevant product documentation is maintained (e.g. release notes, clinical safety, change management, communications notifications)
IT Product Owners are responsible for internal software applications and their Agile delivery in the Trust. They play a key role in software implementations, migrations, upgrades, and providing technical guidance and IT services to users and project teams. They engage with stakeholders, Trust staff, and third-party suppliers to ensure services are delivered to meet clinical and corporate requirements.
Product Owner Responsibilities
* Manage and lead Software User & Management Forums
* Represent users within user stories at sprint planning and sprint done statements
* Be subject matter experts for the products they are responsible for
* Ensure product documentation is maintained (release notes, clinical safety, change management, communications notifications)
* Act as representatives for their products at local, regional, and national forums
This role will focus on delivery, implementation, and development of a portfolio of IT products that support engagement with patients, including appointment bookings, personal health records, and video consultations.
* Act as a liaison between software developers and application users to interpret business needs and present them to developers
* Translate requirements into a consistent vision while managing complex release demands
* Manage customer requirements through the Software Development Release Management process from scoping to release
* Maintain governance for internal product release strategies
* Actively manage Low-Code platforms to enhance development
* Develop co-design environments to improve user experience
* Represent IT needs to developers and verify decisions with stakeholders
* Plan and coordinate software development for multiple features and manage risks
* Identify opportunities to improve efficiency in clinical and administrative processes
* Plan early life support, troubleshoot issues, and manage bug resolution during testing and release
* Participate in IT project steering committees and contribute to design phases
* Create system designs and functional specifications for in-house projects
* Serve as liaison between business units to resolve IT software issues
* Engage with stakeholders to ensure development aligns with Trust Strategy and NHS long-term plan
* Adopt Clinical Risk Management policy across in-house software applications
* Contribute to IT on-call rota and maintain required skills and resource levels for 24/7 services if required

Experience
* Significant experience managing Digital & IT at a senior level, preferably in the public sector
* Successful implementation of significant change, technical and organisational, in a complex setting
* Experience developing and implementing digital roadmaps and IT development
* Experience working at senior management level in a large, complex organisation leading on digital, IT and information services
* Experience delivering priorities in a partnership environment
Knowledge
* Excellent interpersonal and explanatory skills across a wide range of IT users
* Excellent verbal and written communication; strong presenter
* Good planning, time management, and negotiation skills
* Strong leadership and ability to manage multiple complex problems
* Clear prioritisation and technical awareness to resolve issues
