Germanna Community College is a public, open access institution of higher education in the Virginia Community College System. The College is a dynamic learning organization that serves as a Germanna regional leader and preferred partner where quality learning experiences enable students to participate effectively in the social, economic, political, intellectual, and cultural life of their communities. Germanna Community College is centrally located in Fredericksburg, VA between Washington D.C. and Richmond and between the Blue Ridge mountains and the Chesapeake Bay. Full of history, the area offers a community rich with diversity, the arts, technology, vineyards, hiking, canoeing/kayaking, and many other activities.

The Dean of Dual Enrollment and Early College serves as the chief academic and operational officer for all dual enrollment and early college programs. Reporting to the Vice President of Academic Affairs and Workforce Development, the Dean provides strategic leadership to advance equitable access to high-quality college coursework for high school students across the college’s service region. The Dean also serves as the Perkins Administrator and manages secondary school connections regarding funding of Career and Technical Education (CTE) programs.
This position oversees the college-wide dual enrollment program, including early college academies, ensuring alignment with Germanna’s mission, accreditation standards, state legislation, and Virginia Community College System (VCCS) priorities. The Dean provides visionary leadership, ensures academic quality and compliance, manages fiscal and operational systems, and supervises professional staff.
Major Duties and Responsibilities
Strategic Leadership and Program Development
* Develop and implement a strategic vision for dual enrollment and early college aligned with institutional and VCCS goals.
* Advance consistent student experiences and expand Passport, UCGS, early college, and career pathway offerings.
* Establish measurable goals related to access, retention, completion, and postsecondary matriculation.
* Monitor legislation, trends, and best practices in dual enrollment and early college education.
* Represent the College at regional, statewide, and national meetings.
Partnership Development and Community Engagement
* Communicate regularly with school divisions and high school principals regarding enrollment, compliance, student performance, and program needs
* Build and maintain strong relationships with school division leaders, administrators, and community stakeholders.
* Negotiate and oversee Memoranda of Understanding (MOUs).
* Support articulation agreements and transition pathways to promote seamless matriculation.
* Manage relationships connected to Perkins funding and development of CTE program pathways
Academic Quality and Compliance
* Ensure instructional rigor and compliance with accreditation, credentialing, and state requirements
* Oversee faculty credential review process in collaboration with academic leadership
* Collaborate with academic deans regarding curriculum alignment, assessment, and evaluation processes.
* Ensure compliance with admissions, placement, and eligibility requirements.
* Lead continuous improvement efforts through data analysis and program evaluation.
Operational and Fiscal Management
* Oversee daily operations of the Office of Dual Enrollment and Early College.
* Ensure effective coordination of admissions, registration, grading, billing, and student record processes in collaboration with other college departments.
* Manage program budgets, fiscal planning, Perkins funding allocations, and cost-sharing models.
* Supervise professional staff and conduct performance evaluations.
* Ensure compliance with procurement and financial management policies.
Minimum Qualifications
* Master’s degree from an accredited institution.
* Minimum three years of experience in academic leadership
* Minimum three years of supervisory experience.
* Minimum three years of progressive leadership experience.
* Experience leading academic and/or student success initiatives in K–12 or higher education.
* Experience in budget development and/or grant management of at least $200,000.
* Demonstrated ability to leverage data and technology to improve operations and student outcomes.
* Significant experience building collaborative relationships across K–12 and higher education environments.
* Knowledge of dual enrollment best practices and policy compliance.
* Experience in teaching and curriculum development at the college level
* Experience working with college faculty.
Additional Considerations
* Community college administrative experience.
* Knowledge of the Virginia Uniform Certificate of General Studies (UCGS).
