What's involved with this role: Temporary Commissioning Officer Reference no: Gloucestershire 5247811 Pay rate: £18.06 per hour PAYE Hours per week: 37 Monday to Friday, normal working hours This opening assignment is for 4 months City: GLOUCESTER, Gloucestershire Hybrid working, work in the office 1 to 2 days a week, usually Fridays Enhanced DBS required for this role (amend or delete) A Commissioning Officer is required to complete due diligence checks on new providers of residential care and supported accommodation of children and young people, which includes monitoring quality of providers. It is a busy and face paced role, working to tight deadlines. You will be part of a team of two staff doing due diligence and quality assurance checks, working with a team of 3 further CO’s monitoring placements of children, with admin support and a placement team who source new placements for children. Key responsibilities: Work with the other Commissioning Officer undertaking the checking process. Completing due diligence checks on providers, checking references, policies and Ofsted reports. Complete quality assurance checks and investigations where concerns about providers are raised. Completing reports on providers and managing and storing information gathered. Monitor the quality of providers through reviewing monthly reports and ensuring annual safeguarding self-audits are completed and checked. Undertaking visits, virtual and in person, to providers to check quality and investigate concerns about care being provide. Ensuring trackers and spreadsheets are kept up to date to monitor workflows and track progress. Working with the wider contracts team to support tasks as required. Experience: Working in a commissioning environment as commissioner or provider. Experience of working in a council service area e.g. highways, children’s services, adult social care etc. Assisting with commissioning and procurement activity. Building and maintaining productive relationships, including those with stakeholders and partners. Proven experience of interpreting and presenting research and customer views in light of legislative and policy requirements. Development of communication and engagement plans. Involvement and support to a range of projects including planning and reporting, including working on sensitive projects. Working in areas where policy and legislation are subject to change. Analysing and producing written and verbal summaries of available evidence. Knowledge: Working within and between multi-agency partners and providers. Knowledge of procurement and commissioning legislation, policy and processes. Understanding of how the public sector works. Skills & Abilities: Proven project support skills and experience of working to tight, pressurised deadlines. Ability to communicate effectively with a wide range of stakeholders. Ability to compile detailed specifications which reflect evidenced need and customer feedback/preference to commission service. Ability to add value through expert knowledge and understanding of a given outcome/portfolio area. Good written and verbal communication skills including report writing, using effective language to convey convincing ideas and arguments and the ability to simplify technical and complex information. Commercial skills, including business modelling, programme management, procurement, negotiation and contract management. Customer focussed and able to communicate appropriately with customers and members of the public. Emotionally resilient. Flexible, creative and self-motivated.
