Salary: £69,321.79 - £92,429.04 Closing date: 19th January NATS is the UK's leading air navigation service provider, handling over 2.4 million flights each year. Job Purpose Provide system and safety assurance expertise to the Airports business through the application of the NATS Safety Management Processes. Provide safety expertise and support to the Manager Systems and Future Safety Assurance to ensure assurance is provided to the GM Safety Airports that technical and/or procedural changes are delivered safely. Role & Responsibilites: Provide expert guidance and advice in support of Airport Operations and NATS Commercial activities to ensure that locally generated or project related technical and/or procedural changes are delivered safely. Provide support and expertise to the Manager Systems and Future Safety Assurance in managing the Airport residual risk register and work with Airport units to mitigate and reduce the residual risk contained within Airport Safety Cases. Support and contribute to the production and ongoing maintenance of the NATS Airport Unit Safety Cases for both Civil and Military Air Navigation Service Provision to ensure regulatory approval and compliance. Ad hoc Safety related tasks in support of other team members. Adopt a pro-active approach to ensure that any issues affecting the safety, business continuity, human performance and cyber security of NATS services or its interfaces are identified and resolved. Support the management of safety processes in respect of safety related data for Airport operational systems. Maintain an up-to-date knowledge of engineering principles and practice, safety standards, plus an understanding of existing and future safety related ATC systems. Maintain adequate knowledge of the Airport Operational Systems sufficient to support the Manager Systems and Future Safety Assurance to determine the safety impact of operational ATC and Engineering issues. Lead workshops with Subject Matter Experts to identify safety hazards and the elicitation of mitigating, functional and non-functional requirements that together form the safety & assurance requirements for a project change. Ensuring the assurance activities for allocated projects comply with the NATS Business and Safety Management Systems as required. Ensure all standards of work conform to best practice and are proportionate to the level of risk. The job holder will be required to co‐ordinate and interface with multiple functional areas and groups within NATS and external to NATS, including (but not limited to): • Technical Services (NSL) Business Continuity / Resilience, Software Assurance and Human Factors ATCO perations Safety and Assurance • Safety Services • SARG in support of the review of assurance documentation and the resolution of assurance matters Autonomy The post holders have the authority to manage assigned activities against agreed and prioritised objectives working with appropriate stakeholders from Operations and Technical Services. The post holders will routinely refer to their line manager for guidance on assurance issues and large resource/time commitments. Job Scope Assurance documentation (both those for existing Operations and new Project Change assurance) including Operational Safety and Technical Assurance documents are key to enabling NATS and Regulatory acceptance and approvals to be achieved. It is the job holder's responsibility to ensure that the assurance documents achieve these goals; the scope of the job encompasses: a) Ensuring the Assurance Cases presented for Operational Acceptance at an Airport Unit is fit for purpose i.e. the assurance argument is reasonable, proportionate, well-constructed and as such provide the required level of confidence to enable acceptance into Operations. b) Working with the relevant stakeholders to ensure Unit Safety Cases across Airports are maintained consistently and their content is sufficient and appropriate to provide the required assurance for the operational Unit. c) Develop and maintain a proportionate Safety Performance Monitoring reporting mechanism across Airport Units for the system Assurance Hazards Qualifications, skills & experience: The job holder will have a numerate background, typically they will hold an Engineering, Science, or Mathematics qualification to HNC/HND level as a minimum (with degree level being preferable) and/or equivalent professional qualifications. Preference is given to those whose qualifications are in a safety-related discipline. Applicants not holding the expected qualification but who have undertaken structured Engineering training (e.g. CAA Bletchley or apprenticeship recognised by a professional body) and have extensive engineering experience will be considered. Familiarity with the NATS Safety Management System, Hazard analysis (e.g., Fault Tree Analysis (FTA) and Failure Modes Effect and Criticality Analysis (FMECA) and categorisation techniques is essential; in addition to knowledge & experience of the principal tools, techniques and methods of safety and assurance (e.g., Goal Structuring Notation, requirements setting, design assessment, risk assessment, requirements satisfaction, assurance documentation construction). The post-holder is also expected to have experience of a single assurance related discipline, such as safety, security, business continuity, human factors and safety related software development. The post-holder must be an effective communicator working in a multi-discipline environment, both adaptable and methodical when approaching work, have strong interpersonal and organisational skills, and be able to work, within a defined framework, with a minimum of direct supervision. The ability to communicate difficult technical and/or operational concepts clearly and concisely, both verbally and in writing, at all levels both internal to and external to NATS. A working knowledge of Airports engineering and ATC procedures and structure of the NATS and Airports organisation is preferred but not essential. Knowledge of the principles and practice of regulation and experience of regulatory bodies. Knowledge of the Airport Operational Systems sufficient to determine the safety impact of operational ATC and Engineering issues. A comprehensive understanding of the relationship between the NATS Airport technical platform and ATM procedures would be beneficial. Knowledge of current engineering principles and practice, safety standards, plus an understanding of existing and future safety related ATC systems. Practical experience of working with multi‐disciplined teams and subject matter experts for the delivery of assurance for implementing changes to the NATS operation. Proven influencing skills with an ability to articulate what needs to be done and manage teams to deliver what is needed in the safety domain. Detailed knowledge of the NATS Business and Safety Management Systems and their application in NATS Operations. Experience of developing and constructing compelling and justified assurance arguments for change (such as those used in Safety Case Construction) would be advantageous. The role holder is also expected to be highly motivated and actively work on personal and professional development.
