HIGHWAY & CONSTRUCTION LABORER (Highway Operations Technician Series) – Job Location: 5238-ST JOHNS MAINTENANCE, St. Johns, AZ 85939. Salary: $37,838 - $50,848; Anticipated hourly: $18.19 - $24.45; Grade: 17. Closing Date: September 28, 2025.
This series exists to provide and preserve a safe and efficient transportation system for the traveling public as well as being courteous, considerate and prompt in dealing with and serving the public. Positions will be assigned based on experience and qualifications listed below.
Job Duties
* Highway Operations Worker: Entry level position for the Highway Operations Technician series. Duties include operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, roadside shoulder restoration and repairs, signing and striping, delivery of equipment and materials, environmental compliance, vehicle and equipment care.
* Highway Operations Tech 1: Apprentice classification. Trained to perform more advanced duties including operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, roadside shoulder restoration and repairs, signing and striping, delivery of equipment and materials, environmental compliance, vehicle and equipment care.
* Highway Operations Tech 2: Entry journey classification. Performs a broad scope of intermediate level highway operational duties and/or lead responsibilities. Duties include operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, roadside shoulder restoration and repairs, signing and striping, delivery of equipment and materials, environmental compliance, vehicle and equipment care.
* Highway Operations Tech 3: Full journey classification. Responsible for a broad scope of high level highway operation duties and/or supervisor responsibilities. Duties include operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, roadside shoulder restoration and repairs, signing and striping, delivery of equipment and materials, environmental compliance, vehicle and equipment care. May include scheduling, assigning, overseeing subordinates, inspecting work, training, and guiding staff.
Knowledge, Skills & Abilities (KSAs)
* Highway Operations Worker: 6 months of roadways/highway related experience (e.g., operating motorized vehicles and heavy-duty equipment, signing/striping, pavement care and preservation, roadway operations, tunnel maintenance, or landscape care and preservation).
* Highway Operations Tech 1: 1 year of job related roadway/highway experience (as determined by the area’s needs).
* Highway Operations Tech 2: 2 years of job related roadway/highway experience (as determined by the area’s needs).
* Highway Operations Tech 3: 3 years of job related roadway/highway experience (as determined by the area’s needs).
Selective Preference(s) / Requirements
* Highway Operations Worker Requirements: Employees must obtain their Arizona CDL (Class A) permit within 90 days of hire and a Class A CDL is required within 6 months of hire.
* Highway Operations Tech 1-3 Requirements: An Arizona Class A Commercial Driver’s license (CDL) for manual or automatic transmission and a tanker endorsement is required prior to start date. Additional endorsements may be required based on location.
Pre-Employment Requirements
* Registration with the FMCSA Drug & Alcohol Clearinghouse is required for all CDL holders. Selected candidates will need to register and authorize ADOT to conduct limited queries on their CDL for the duration of employment. Register at https://clearinghouse.fmcsa.dot.gov/Register.
* The position responds to emergency call outs (24/7); must be able to respond to the Maintenance yard within 30 minutes.
* Work may involve extreme temperatures, extended time away from home, rugged terrain, and high-speed traffic conditions.
* Physical requirement: lift/carry – push/pull 50 lbs.
* Driving a state vehicle is an essential function. Must possess and maintain a current, valid driver’s license and pass required driver’s record checks. If using a personal vehicle, maintain statutorily required liability insurance.
