We offer an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will revolutionize how the Environment Agency regulates.
You will play a key role within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your work will support risk mitigation, issue resolution, and removing barriers to ensure alignment with the business case and delivery of value for money.
We seek someone with a proven track record in managing complex financial data, collaborating across teams to maximize value for money, and influencing ongoing investments.
Key Responsibilities
1. Understanding the financial and economic foundations of the Programme’s business case and spending review submissions.
2. Aligning programme deliverables with strategic objectives and owning change control processes.
3. Supporting the Programme Manager in assuring changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value for money.
4. Managing stakeholder queries and delivering regular reports on programme progress, including financial tracking across EA, Defra, and external suppliers.
5. Assisting the Programme Manager and Director with investment and funding activities.
6. Ensuring compliance with governance and assurance requirements.
7. Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, shaping the delivery of digital services that transform regulation processes. You will collaborate with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills
Desirable but not essential experience includes:
* Experience in fast-paced, dynamic programmes
* Proficiency with Microsoft products (Excel, SharePoint, PowerBI, etc.)
* Managing complex financial information
* Understanding financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL
* Purchase order management
* Experience with business cases, approval, and assurance processes within EA and Defra
* Experience in digital programmes (preferred but not necessary)
* Knowledge of spend control governance and assurance processes
* Proven ability to lead, engage stakeholders, and promote innovation and best practices
