Location: Mobile role across England – ideally based in the Midlands for easy access to other sites
Salary: £56,700 – £69,300 + Car Allowance £6,799 p.a.
Contract: Permanent | Hours: Full Time

About the Role
Pertemps is recruiting on behalf of a highly respected Training Provider with over 60 years’ experience supporting individuals and businesses across Scotland, England, and Wales. With a team of around 1,000 dedicated colleagues, our client delivers high-quality training and development that truly makes a difference.
We are seeking an experienced Strategic Bids & Mobilisation Manager to lead high-value bids across the skills and education sector. This pivotal role will manage the full bid lifecycle—from identifying opportunities, through submission, to seamless mobilisation into delivery.
You will work closely with senior stakeholders, internal teams, and operational staff to ensure bids are competitive, strategically aligned, and delivered on time. This is a unique opportunity to make a tangible impact on skills development nationally.
Key Responsibilities
* End-to-End Bid Leadership: Identify opportunities, develop bid strategy, prepare high-quality submissions, and manage approvals.
* Cross-Functional Collaboration: Work with finance, legal, HR, delivery, and curriculum teams to produce compelling bids.
* Mobilisation Management: Lead post-award mobilisation including handovers, resourcing, and operational setup.
* Compliance & Quality Assurance: Ensure all submissions meet client requirements, funding frameworks, and internal standards.
* Continuous Improvement: Conduct debriefs, implement lessons learned, and monitor trends to improve future bids.
What We’re Looking For
* Proven experience managing bids in public or private sector environments, ideally in skills, education, or training.
* Strong track record of successful bid wins.
* Excellent project management, stakeholder engagement, and written communication skills.
* Ability to lead and influence multi-disciplinary teams.
* Knowledge of procurement processes, tendering frameworks, and skills funding.
Desirable:
* Project management or bid-related qualifications (e.g., PRINCE2).
* Experience with mobilisation frameworks or proposal management tools.
