About the Role This is a key leadership role within Cornwall Council’s SEND Quality, Finance & Assurance team. As Best Value, Tribunals and Feedback Manager, you will lead a multidisciplinary team to ensure that SEND education provision in Cornwall delivers high-quality outcomes, value for money, and a positive experience for children, young people, and their families. You will oversee intelligence gathering from complaints, tribunals, FOIs, and early resolution cases, and use this insight to drive system improvements. You’ll work closely with legal colleagues, commissioners, and education providers to ensure fair pricing, financial sustainability, and strategic partnerships. This role includes delegated decision-making responsibilities and the opportunity to deputise for the Senior SEND Quality, Finance & Assurance Manager. About the Service Cornwall Council’s Children and Family Services are committed to ensuring every child and young person receives the support they need to thrive. The SEND Quality, Finance & Assurance team plays a vital role in ensuring that provision is effective, equitable, and financially sustainable. What You’ll Be Doing Leading a team including SEND System Navigators, finance officers, and complaints specialists. Monitoring the attendance, progress, and experience of children and young people with SEND. Ensuring systems are in place to demonstrate value for money in SEND education. Collaborating with legal colleagues. Supporting strategic fee modelling and commissioning decisions. Providing oversight and challenge to improve outcomes and reduce exposure to compensation claims. Supporting colleagues across the SEND team with complex casework and placement decisions. What You’ll Need to Succeed A degree-level qualification or equivalent experience. Substantial experience in children’s services or a related field. Strong knowledge of SEND legislation and local authority responsibilities. Proven ability to lead teams, analyse data, and drive strategic improvements. Commercial acumen and experience in financial oversight and negotiation. Excellent communication and influencing skills, with experience working in partnership with families, commissioners, and education providers.
