The role of the Business Resilience manager is a key role for Stockport Homes Group (SHG) and will take strategic responsibility for the organisations resilience and response to an unexpected business or service delivery event, while continuing to operate at an acceptable level outside of normal conditions and covers how it will recover to a ‘steady state’ afterwards.
The post holder will ensure that SHG plans link into the wider Civil Contingency plan, owned by the Council. The post holder will also ensure SHG’s plans are aligned to (and tested against) the GMRU (Greater Manchester Resilience Unit) strategy 2020-2030, as well as meeting all principles of GM Prepared guidance.
Within SHG there are multiple 24/7/365 services provided, many of which offer an ‘Emergency Response’ out of normal working hours via the CCTV Control Room. As ‘critical services’ it is essential they have alternative work locations from which they can deliver continuity of service, in the event of a disaster. The role will take ownership over this aspect of SHG’s OOH services, oversee operations in the CCTV Control Room overall, and they will work alongside relevant colleagues to co-ordinate an effective and streamlined OOH service.
The role can only be delivered by working and engaging with senior level stakeholders within the Police, Council, GM organisations and the successful candidate will have proven experience to advocating at for organisations at a senior level.
The postholder needs to be able to translate strategic responsibility into operational policy and procedure and have excellent communication skills, both verbal and written, including report writing and the ability to collaborate within different teams at SHG.
The postholder will:
1. Lead, motivate, empower and facilitate a large complement of staff in a challenging environment to continually develop to enable them to deliver services to support SHG’s objectives and customers’ needs.
2. Have experience in designing, evolving and embedding a robust resilience framework that includes third-party risk management.
3. Have experience in developing, implementing, and maintaining business continuity plans, disaster recovery plans and other resilience-focused strategies.
4. Have experience in collaborating with Departments to evolve existing resilience and embed a culture of resilience throughout the organisation.
5. Have experience in conducting simulations and tabletop exercises to test the effectiveness of resilience plans and identify areas for improvement.
6. Have experience in leading or supporting a multi-disciplinary response to incidents, ensuring a coordinated and effective recovery.
7. Ensuring that employees are aware of resilience plans and procedures, and providing training on relevant topics.
8. Monitor, analyse and report on performance across the teams to support continual improvement.
9. Work with key stakeholders at Stockport Council to ensure SHG’s plans are integrated and aligned to the Civil Contingency Plans for the Borough.
10. Represent SHG at all planning and strategy meetings, such as the Stockport Local Resilience Forum and Greater Manchester Resilience Unit events.

Desirable
24. Have evidence of continuous professional development and/or educational qualification in this field.
25. Have knowledge of the Social Housing Sector and how emergency preparedness fits into the overall management responsibility of a Social Housing Landlord.
26. Have specialist knowledge and experience in dealing with CCTV monitoring major incidents, in a complex environment, involving large numbers of staff and members of the public.
27. An understanding of how IT systems and infrastructure can impact on resilience planning.
