Job Title: Highways Inspector\nLocation: Liverpool – Citywide (Hybrid)\nJob Type: Temporary\n\nWorking Hours: Full-Time, Hybrid\n\nPay Rate: £31.98 PAYE Inclusive of Holiday pay\n\nJob Purpose\n\nTo ensure Liverpool’s highway infrastructure is safe and well-maintained by undertaking regular inspections, identifying and reporting defects, overseeing contractor work, and responding to emergency and out-of-hours situations including winter maintenance.\n\nKey Responsibilities\n\n * Carry out walked and driven highway inspections in line with statutory requirements (Highways Act 1980, NRSWA 1991, and Code of Practice).\n\n * Record defects and condition of highway assets including carriageways, footways, street furniture, and drainage.\n\n * Raise and manage works orders following inspections or reports, ensuring timely and quality repairs.\n\n * Investigate complaints and reports of defects from the public and other sources.\n\n * Maintain accurate records of inspections, findings, and actions taken.\n\n * Respond to highway emergencies and participate in the on-call rota including winter gritting duties.\n\n * Liaise with utility companies, contractors, stakeholders, and the public to ensure coordination and resolution of issues.\n\n * Monitor third-party works on the highway and issue relevant notices under NRSWA.\n\n * Support the council in defending liability claims by providing inspection records and evidence.\n\n * Promote a safe working environment and adhere to all Health and Safety legislation.\n\n * Assist in performance improvement and ensure compliance with service standards and timescales.\n\nRequirements\n\nQualifications (Essential)\n\n * City & Guilds or equivalent in highway safety inspections.\n\n * Valid UK driving licence (Category B automatic and/or manual).\n\nExperience (Essential)\n\n * Understanding of highway safety and Chapter 8 of the Traffic Signs Manual.\n\n * Proven experience conducting highway inspections and identifying necessary repairs.\n\nDesirable Experience\n\n * Knowledge of highway maintenance, construction materials, and legislation (e.g. NRSWA 1991, Highways Act 1980).\n\nSkills & Abilities\n\n * Strong verbal and written communication skills.\n\n * Physically able to perform inspections over large areas and varied conditions.\n\n * Proficient with handheld and computer devices for data input and inspection logging.\n\n * Analytical problem-solver with ability to prioritise tasks based on risk.\n\nWorking Conditions\n\n * Primarily site-based, including work in adverse weather conditions.\n\n * Flexibility required to work outside standard hours as part of a rota system.\n\n * Must be able to drive and travel citywide.\n\nCorporate Responsibilities\n\n * Uphold Liverpool City Council’s values and contribute to delivering the Council Plan.\n\n * Promote equal opportunities and comply with all Health & Safety regulations.\n\nRepresent the Council positively when engaging with residents, contractors, and
