Ribble Recruitment is assisting a local authority with the recruitment of a Senior Development Infrastructure Officer to support the delivery of developer-funded highway infrastructure projects.
This role sits within the Infrastructure and Transport service and focuses on managing projects secured through Section 106 and Section 278 agreements, ensuring they are delivered in line with planning obligations, highway standards, and council requirements.
The role is initially based at the council’s main office in Taunton, with the potential for hybrid working later in the contract depending on service requirements.
The Role
The Senior Development Infrastructure Officer will oversee and coordinate developer-led highway infrastructure schemes from planning consent through to adoption.
You will act as the primary point of contact for developers, contractors, designers, and stakeholders, ensuring infrastructure obligations secured through planning agreements are delivered effectively and in accordance with legal and technical standards.
Key Responsibilities
* Manage the delivery of highway infrastructure secured through Section 106 and Section 278 agreements
* Act as the main liaison between developers, consultants, contractors, and internal council teams
* Monitor the progress of infrastructure schemes from planning approval through construction and adoption
* Review technical submissions and ensure compliance with highway design standards and legislation
* Coordinate the administration of legal agreements and infrastructure delivery processes
* Secure financial contributions, fees, and bonds associated with developer-funded works
* Prepare reports, technical documentation, and correspondence relating to infrastructure schemes
* Provide professional advice to stakeholders including officers, developers, elected members, and the public
* Ensure projects comply with health and safety requirements and council policies
* Support the council’s values, equality duties, and governance processes
Requirements
Essential
* Experience overseeing highway infrastructure projects delivered through Section 106 and Section 278 agreements
* Degree-level qualification in a relevant discipline (such as civil engineering, highways, infrastructure or similar) or equivalent professional experience
* Strong knowledge of highway legislation, design standards, and construction practices
* Experience working with developers, contractors, and consultants on infrastructure delivery
* Ability to analyse complex technical issues and provide clear professional advice
* Strong organisational and project coordination skills
* Excellent communication and stakeholder management abilities
* High level of IT literacy and experience using technical and administrative systems
* Full UK driving licence
Desirable
* Experience working within local government or public sector infrastructure teams
* Knowledge of local authority planning and highways processes
* Professional membership or commitment to continuing professional development
