Overview
Braintree District Council is a dynamic council with a growing district profile. The Senior Revenues Officer will join the Exchequer team to lead and manage Council Tax and Business Rates administration, enforcement processes and related customer service.
Responsibilities
* Take a lead on delivering the service to bill and collect Council Tax and Business Rates, maintain the Non-Domestic Rate and Council Tax property databases, liaise with customers and supervise the Revenues & Recovery team.
* Attend court hearings and valuations tribunals; manage complex areas of Council Tax and Business Rates, including resolving disputes and complaints.
* Process enforcement agents Batch Importing, Refunds, Automated Direct Debit Amendment and Cancellation Service (ADDACS), and Automated Direct Debit Instruction Service (AUDDIS) files for Council Tax, Business Rates and Sundry Debtors; keep accounts up to date; coordinate and respond to Freedom of Information requests.
* Provide support, guidance and coaching to Revenues Officers and Assistants; supervise the team’s work in the absence of the Service Manager.
* Hybrid working is available (a mix of home/office), but regular in-office presence and court attendance are required.
Requirements / Qualifications
* IRRV qualification with 3 years’ experience in a Revenues environment handling Council Tax, Business Rates and Sundry Debtors.
* Experience presenting at Magistrates Court hearings and Valuation Tribunals; able to handle complex disputes and complaints.
* Detailed knowledge of Council Tax, Business Rates legislation and Revenues systems; understanding of court rules and tribunal procedures.
* Strong organisational and IT skills; able to work unsupervised to meet deadlines.
* Excellent interpersonal, communication and customer service skills; ability to coach and develop team members.
* Salary progression may be dependent on IRRV accreditation.
