Job Description:
Role Purpose
The purpose of the Fund is to meet all future pension liabilities of its scheme members, whilst at the same time seeking to minimise the contributions that need to be paid into the Fund by the employer bodies. The level of employer contributions is assessed every three years through an actuarial valuation of the Fund.
Responsibilities
* Deliver services to support the Council and its partners in corporate compliance, contracting, planning, performance, policy, and strategy.
* Focus on the business and service infrastructure of the Council and its partners to ensure effective management and proper compliance.
* Provide authoritative advice and services aligned with recommended practice.
* Act as the main point of contact within the Pension Team on all matters related to pension scheme governance, the Pensions Regulator's Code of Practice 14, and relevant statutory and non-statutory guidance impacting public sector schemes. Report breaches to the Pensions Regulator via the Local Pension Board.
* Lead the development and implementation of the Fund's governance objectives, reviewing regularly and ensuring procedures are in place to measure success.
* Maintain the breaches log, report breaches, resolve fines, and manage reputational risks.
* Report breaches to the Pension Committee and Local Pension Board, and develop plans to address failings.
* Develop and maintain the terms of reference, structure, roles, responsibilities, and constitution of the Pension Committee and Local Pension Board.
* Ensure key strategy and policy documents are in place and regularly reviewed, with performance reported accordingly.
Requirements
* A degree and relevant professional qualification such as IPPM, PMI, CII, or related discipline, or demonstrate equivalent skills.
* Extensive knowledge of LGPS Regulations.
* Significant experience providing governance services to large defined benefit pension schemes, aligned with national standards.
* Ability to demonstrate good governance and system/process improvements.
* At least 5 years’ experience managing a large defined benefit pension scheme.
* Excellent knowledge of pension scheme management and service delivery issues.
* Strong skills in business planning, procurement, compliance, and training development.
* Experience working in complex environments with conflicting priorities.
* Experience with Altair LGPS System and working knowledge of LGPS regulations.
