About the Role
This is an exciting opportunity for a Head of Projects & Programme Delivery to join Facilities Management, leading, designing and delivering a robust, end-to-end project and programme delivery function for the University. The role is responsible for the successful delivery of approved maintenance, lifecycle, and capital investment programmes, providing assurance to the Estates Infrastructure Board and Executive that programmes are achievable, appropriately resourced, well-governed, and offer value for money.
The post holder will lead the University's Property Investment Programme, covering backlog maintenance, lifecycle replacement, infrastructure resilience, and capital development. They will translate approved funding into a prioritised, integrated, and deliverable programme of work over a rolling three- to five-year horizon, ensuring alignment with strategic priorities and long-term estate sustainability.
The role will establish and embed consistent programme management frameworks, oversee programme governance, risk management, financial control, and reporting, and ensure projects are delivered safely, on time, within budget, and to agreed standards of quality and sustainability. In addition, the post holder will provide strategic leadership for asset management and lifecycle planning, using estate data, condition surveys, and operational intelligence to support evidence-led investment decisions and reduce risk across the estate.
The role also includes designing and developing a fit-for-purpose delivery operating model, building internal capability, reducing reliance on external consultants, and leading master planning, BIM, digital estate systems, and smart campus initiatives. Strong collaboration with Estates Operations, Finance, and a wide range of academic, professional service, and student stakeholders is essential to the success of the role.

About You
As Head of Projects & Programme Delivery, you are an experienced senior professional with a strong track record of leading complex estates, infrastructure, or capital programmes within large, multi-stakeholder organisations. You understand the scale, complexity, and risk profile of a higher-education or comparable public-sector estate and are confident managing multi-million-pound investment programmes with significant safety, compliance, and reputational considerations.
You have a strong understanding of asset management, lifecycle planning, and backlog maintenance reduction, alongside proven experience in programme governance, financial control, risk management, and senior-level reporting. You are confident translating estate data, condition surveys, and operational intelligence into evidence-led investment priorities that enhance asset performance, resilience, and long-term sustainability.
You take a whole-life value approach to estate investment, constructively challenging scope, sequencing, and affordability while providing clear, professional advice to senior decision-makers. You are a collaborative, values-led leader who demonstrates integrity, accountability, and professionalism, with the ability to lead and develop professional teams and manage external partners effectively.
