We offer an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation, issue resolution, and barrier removal, ensuring alignment with the business case and delivering value for money.
We seek someone with a proven track record in managing complex financial information, driving value for money, and influencing ongoing investment.
Responsibilities include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities in collaboration with the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B, shaping digital service delivery for more efficient and user-friendly online platforms.
You will work within a multidisciplinary team, alongside Defra shared services and third-party suppliers, to deliver innovative digital solutions.
Essential Skills and Experience:
* Experience working in fast-paced, dynamic programmes.
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order processes, business case development, and approval routes.
* Knowledge of governance around spend control and assurance processes.
* Ability to lead and engage stakeholders effectively, driving innovation and best practices.
