Purpose of the Role
To ensure that, through effective Procurement and Supply Chain Management, the Company maintains a leading-edge procurement function. The Buyer will be responsible for sourcing goods, materials, plant, equipment, and services on time, within budget, and to the required specification/quality.
Key Responsibilities
* Prepare and issue RFQs as a Buyer.
* Negotiate commercial terms, conditions, and levels of service (including KPIs) with suppliers.
* Prepare and issue purchase orders with correct terms and optimum commercial conditions.
* Develop, implement, and manage Regional supply agreements, supporting Buyers across projects.
* Manage critical path items through to delivery.
* Measure the effectiveness of the procurement function against actual tender allowances and adjust accordingly.
* Prepare, develop, and monitor Project and Regional level Buyer/Procurement Plans.
* Assist with the development and implementation of standard subcontract documentation.
* Assess and approve suppliers.
* Maintain and enhance the IFS database and other software and processes.
* Assist in resolving any queries raised by the Supply Chain, including invoice queries.
* Develop and maintain close working relationships with all key stakeholders.
* Ensure subcontractors have the appropriate levels of insurance and maintain records.
* Input to departmental procurement procedures where required.
* Take part in internal and external audits where required.
* Undertake and provide Buyer-specific training for IFS if needed.
* Ensure continuous professional development by participating in external networking, conferences, and training.
* Maintain a positive and solution-oriented approach to work.
* Undertake such other duties, training, and/or hours of work as may reasonably be required and which are consistent with the general level of responsibility of this Buyer role.
* Minimum of 5 years’ experience as a Buyer in the Construction/Utilities sector.
* Construction/Utilities Technical Qualification.
* Strong character, comfortable challenging supply chain and colleagues at all levels.
* Commitment to carrying out purchasing duties in line with the CIPS Code of Conduct.
* MCIPS or RICS, or willingness to work towards.
