Compliance Manager
Temporary, Full Time
£600 per day (umbrella), Inside IR35
Location: Essex
A local authority is seeking to appoint an experienced Compliance Manager on a 6‑month temporary contract. This role requires office presence 2-3 days per week.
Main Purpose of the Role
Lead the operational delivery of a high‑performing asset compliance and health & safety service across housing and corporate property portfolios, ensuring all statutory, regulatory and best‑practice standards are met.
Oversee the delivery of mechanical and electrical services, including planned and reactive works.
Manage a specialist team delivering heating, electrical, fire, asbestos, lifts, CDM and water hygiene compliance.
Act as the organisation's technical subject matter expert for compliance, health & safety, mechanical and electrical engineering.
Support senior leadership in strategy development and operational implementation.
Ensure contracts are procured, mobilised and delivered in accordance with contractual and legislative requirements.
Key Responsibilities
Lead on the day‑to‑day delivery of compliance, health & safety, mechanical and electrical services across the organisation's housing and corporate stock.
Monitor and review service plans to ensure alignment with current and emerging regulatory requirements.
Manage a team of technical specialists, ensuring competencies, training and performance standards are met.
Ensure operational compliance with all strategies, policies and procedures.
Oversee procurement processes and ensure contracts follow organisational governance requirements.
Manage supplier performance in line with contract management frameworks.
Deliver a customer‑focused service and oversee the timely resolution of complaints, Member enquiries and escalations.
Assist with budget planning and monitor expenditure to ensure efficient service delivery.
Liaise with internal and external auditors and implement corrective actions as required.
Maintain compliance dashboards, KPIs and performance reporting.
Support continual improvement and the ongoing development of digital systems, including e‑learning tools.
Skills, Experience & Qualifications Required
HND in Building Construction, Building Surveying or related discipline.
BS7671:2018 certification.
NEBOSH General Certificate.
IOSH General Certificate.
Membership of the Institution of Engineering & Technology (MIET/TMIET) - desirable.
Experience in a risk‑based environment within social housing or a related sector.
Proven experience managing compliance, H&S and M&E services in a regulated setting.
Strong knowledge of statutory, regulatory and best‑practice frameworks across compliance, building safety, construction H&S and M&E.
Understanding of building construction, regulations, fire risk assessment and general risk management principles.
Experience procuring, mobilising and managing multiple contracts
