Senior Consultant (Project Manager)
ICF is seeking a Senior Consultant (Project Manager) to join our UK Policy, Research, Evaluation and Strategy (PRES) team. You will play a central role in delivering high‑quality evidence, monitoring, evaluation, and research for clients such as Defra, Natural England, the Environment Agency, and the Department for Business & Trade.
This is an opportunity to contribute directly to UK climate, environment, marine and fisheries, countryside, agriculture, and trade policy. Our portfolio of long‑term government frameworks provides a diverse and secure pipeline of impactful work.
What You Will Do
You will coordinate projects from proposal stage through to final delivery, with a strong emphasis on supplier management, commercial oversight, and quality assurance. Responsibilities include:
Project Delivery & Quality Management
* Work flexibly as part of a shared Programme Management Office, supporting delivery across multiple government frameworks and adapting to shifting priorities, resourcing needs, and project demands.
* Manage a portfolio of 10–20 small to midsized monitoring, evaluation, and research projects.
* Oversee contracting processes, schedules, risk logs, quality assurance, and budget tracking.
* Ensure all contractual, financial, and reporting obligations are met in line with ICF and client procedures.
Supplier & Contract Management
* Work closely with ICF’s network of trusted delivery partners to ensure clear expectations and coordinated delivery.
* Review and manage supplier outputs to ensure they meet client needs.
Client Engagement
* Build effective, collaborative relationships with government clients.
* Act as the main point of contact on assigned projects, providing updates and supporting client decision‑making.
Internal Coordination & Proposal Development
* Bring together internal experts and subcontractors across environment, climate, marine, countryside, agriculture, trade, and economics.
* Lead small proposal development, including budgets, contract reviews, and scopes.
* Coordinate with corporate teams including finance, procurement, and business management.
What Success Looks Like (first 6–12 months)
* You independently manage a portfolio of projects with strong client confidence.
* Suppliers deliver high‑quality, timely outputs under your oversight.
* You communicate proactively, identify risks early, and keep delivery on track.
* You contribute to proposals and help secure repeat work with key clients.
Essential – About You
* Strong track record in project coordination or project management in a consulting or project‑based environment.
* Experience managing budgets, suppliers, contracts, and multipartner delivery.
* Excellent communication skills and ability to build positive client relationships.
* Ability to manage competing deadlines in a fast‑paced environment.
* Interest or experience in environmental policy, natural or social sciences, agriculture, trade, or related areas.
Desirable
* Experience delivering or managing projects for UK government clients (e.g., Defra, Natural England, Environment Agency, DBT).
* Background in environmental, marine, agricultural, climate, or social sciences, or economics.
* Experience coordinating research suppliers or managing complex multipartner delivery.
