Job Description
Bristol Infrastructure Designs Services, LLC is hiring a Construction Scheduler to support the Navy Mission at the Portsmouth Navy Shipyard in Kittery, ME.
The scheduler will provide assistance and technical guidance to engineers/architects involved in construction oversight and design management of capital improvement projects. These projects are typically complex, ranging from comprehensive repairs to unique, multi-million-dollar state-of-the-art constructions. The Scheduler will often engage with inter-related construction projects associated with high-visibility Program Initiatives. Delivery methods include both design-bid/build and design-build.
Major Responsibilities and Required Skills
* Manage multiple priorities and develop technical recommendations on scheduling issues and time impacts during construction contract administration.
* Coordinate with technical and non-technical Navy personnel within the Facilities Engineering Command (FEC) and Field Offices.
* Review project scopes and propose realistic construction durations for RFPs or solicitations.
* Participate in Technical Evaluation Teams (TET) to review contractor schedules and provide recommendations.
* Assist Field offices in monitoring contractor schedules.
* Review Baseline Schedules and monthly updates for validity and compliance.
* Validate impacts to the construction schedule, review contractor TIA proposals, and help develop the Government's position regarding delays or liabilities.
* Analyze recovery options for delays to meet contract deadlines.
* Develop and deliver scheduling training covering network analysis, critical path method, TIA, baseline, progress, and as-built schedules, including software usage.
* Guide Design staff on scheduling guide specifications for contract integration.
* Participate in NAVFAC Scheduling Working Group to address lessons learned, software upgrades, and training needs.
* Support development of schedule templates aligned with NAVFAC standards.
* Provide input for revising Unified Facilities Guide Specifications based on industry standards.
* Assist in Integrated Change Control by reviewing change requests and advising Project Managers or CCB.
* Manage change request documentation and analyze impacts on cost and schedule.
Minimum Education and Experience
* At least 7 years of construction scheduling experience using Primavera P6.
* Experience in preparing or analyzing Time-Impact-Analysis for time extension requests.
* Ability to evaluate contractor baseline schedules and monthly updates.
* Experience with integrated change control on large projects.
* Registration as a Planning and Scheduling Professional (PSP) is preferred.
* Certification as a Change Management Professional (CCMP) or similar is desirable.
Physical Demands
The physical demands include mobility to perform tasks such as stooping, kneeling, reaching, walking, lifting (up to 20 pounds), and repetitive motions. Hearing must be sufficient to detect safety alarms, and visual acuity must be adequate for reading and computer work.
