Job Specification: Interimpliance ManagerDepartment: Housing Maintenance
Team Size: 30+ staff1. Role PurposeThe Interimpliance Manager will lead and oversee statutorypliance across a large and busy Housing Maintenance department. The role ensures the council meets all legal, regulatory, and best-practice requirements relating to landlordpliance, including gas safety, electrical safety, fire safety, asbestos management, and lift maintenance. The postholder will provide strong operational leadership to three specialistpliance leads and drive high standards of performance, reporting, and assurance across allpliance areas.(Gaspliance Lead, Electricalpliance Lead, Fire/Asbestos/Liftspliance Lead)
2. Key ResponsibilitiesStrategic Leadership & Management
1. Lead the statutorypliance function within Housing Maintenance, ensuring full adherence to all landlord obligations.
2. Manage and support threepliance leads covering Gas Safety, Electrical Safety, and Fire/Asbestos/Lifts.
3. Provide clear direction, coaching, and performance management to ensure high-quality service delivery.
Statutory & Regulatorypliance
4. Ensurepliance with all relevant legislation and guidance including Gas Safety Regulations, Electrical Safety standards, Fire Safety Order requirements, Control of Asbestos Regulations, and LOLER/PUWER.
5. Maintain and continuously improvepliance frameworks, policies, and procedures.
6. Ensure effective contractor management including monitoring, auditing, and performance review.
Assurance, Reporting & Risk Management
7. Oversee the development and maintenance of accuratepliance data and audit trails.
8. Prepare high‑quality reports for senior management, boards,mittees, and regulatory bodies.
9. Lead on internal audits, external inspections, and follow‑up actions.
10. Identify key risks and ensure robust mitigation plans are in place.
Operational Delivery
11. Ensure servicing, inspection, remedial works, and certification programmes are delivered on time and to required standards.
12. Work closely with repairs, asset management, and housing operations to resolvepliance-related issues.
13. Manage budgets associated withpliance work streams, including contract spend.
Stakeholder Engagement
14. Act as the key point of contact for internal and external stakeholders on allpliance matters.
15. Foster effective relationships with regulators, auditors, contractors, and internal departments.
3. Qualifications & ExperienceEssential Qualifications
16. Relevant technical qualification in building services,pliance, health & safety, or equivalent experience.
17. Professional membership desirable (, Gas Safe, NICEIC, IOSH, IFE, BOHS, or equivalent).
Essential Experience
18. Significant experience managing statutorypliance within housing, property, or building maintenance environments.
19. Proven leadership experience managing multi‑disciplinarypliance teams.
20. Strong understanding of landlordpliance obligations and regulatory frameworks.
21. Experience managing contractors including performance monitoring, audits, KPIs, and service delivery.
22. Experience in contract management including overseeing existing contracts and driving continuous improvement.
23. Experience procuring new contracts including specifications, tender processes, evaluating bids, and mobilising suppliers.
24. Demonstrable experience improvingpliance performance in a large,plex setting.
