Overview

An exciting opportunity has arisen for a Deputy Divisional Director post in Cancer Services. Cover is required for 18 months which can be via a fixed term contract or secondment. This role will work in conjunction with the Divisional Management teams to collectively ensure delivery of the organisational strategy, operational planning and financial performance of the Divisions.

We are looking for a credible and influential leader. You will demonstrate strong, consistent and effective leadership, enabling delivery of high-quality patient care within available resources. You should possess a proven track record of achievement in all areas of leadership and experience of significant staff and budgetary management. You should be results-driven, have led complex change initiatives and have a record of helping services and staff excel in their levels of performance.


Main duties of the job

The post holder will support the Director of Operations, Divisional Medical Director and Divisional Nurse Directors with the strategic and operational management of the Cancer Services Division. The post holder will lead on financial and performance improvement initiatives as well as take a lead on project development and service improvement within the Division. The Cancer Services Division is structured into three Clinical Business Units each supported by a General Manager, Deputy Medical Director and Matrons.

Cancer Services is organised across 3 Clinical Business Units (CBUs):

* CBU1: Breast, Plastics, Lung, Acute Oncology Service (AOS), Kingston Partnership, Joint Thoracic Service (JTS) and also leads on all Resident Doctors, Medical Secretaries, Medical Day units and Home Care
* CBU2: Haematology, Head & Neck and Thyroid, Neuro‑oncology, Children & Young People, Sarcoma and Renal Melanoma and also leads on the ambulatory and ward areas for Children and Young People and Haematology
* CBU3: GI, Gynaecology and Urology and also leads on all solid tumour ward across both sites

The post holder will deputise for the Director of Operations, Cancer Services. The post holder will have responsibility with key stakeholders for the development and implementation of service provision, research and education programmes.

Job responsibilities

The Deputy Divisional Director posts will deputise for the Director of Operations when required.

Strategic and Operational Management

Ensure that effective operational management arrangements are in place, ensuring:
- Delivery of efficient and productive work processes and systems to meet or exceed local/national targets
- Ensuring cohesive working practices within the division and in collaboration with the other Divisions of the Trust.

Ensure business objectives are met, including those derived from local SLAs and Trust Business Plan.

Ensure Cancer Services is able to meet all national and local performance standards, taking corrective action where necessary.

Service Planning and Finance

Plan specialist service bids and business cases in conjunction with multidisciplinary team, patients, carers and Finance and submit in line with the Trust/external requirements.

Work with finance, the Clinical Business Units and other providers to ensure Service Level Agreements (SLAs) are effectively implemented and managed.

Clinical Governance and Risk Management

Provide service lead for clinical records management and ensure that statutory and Trust requirements for record keeping are met.

Lead on complaints with the General Managers who will coordinate and or draft responses and devise remedial action plans where appropriate.

Ensure SUIs are investigated, oversee the implementation of corrective action plans and carry out statutory reporting of radiation and other incidents.

Education and development

Undertake annual appraisals of direct line reports within Cancer Services and ensure that a cascade system is implemented for other staff and teams.

Ensure that all staff have objectives and personal development plans linked to the needs of the Trust, the department and the individual.

Maintain mandatory/non‑mandatory training and continuing professional development to meet the requirements of the Trust and Health Professions Council.


Person Specification


Education

* Recognised management qualification, e.g. Masters level, or equivalent knowledge and experience
* Demonstrable experience of operating successfully with NHS Finance processes and systems


Experience

* Significant experience of managing/leading a service/team
* Experience of staff management
* Experience of leading transformation programmes and work up and deliver efficiency plans.
* Experience of appraising and developing staff
* Evidence of leadership and team building
* Experience of preparing and presenting to a senior management group
* Experience of managing complex change initiatives
* Experience and understanding of issues relating to confidentiality
* Experience and understanding of issues relating to Equal Opportunities


Skills

* Ability to clearly express themselves in a wide range of situations. Ability to present on behalf of the Trust at local, national and international meetings.
* Broad understanding of the NHS and key policy issues which affect performance
* Ability to write clearly and concisely. Ability to use word processing software
* Ability to use Microsoft Excel software (or equivalent)
* Proven experience of budget management.
* Perceptive, analytical, an eye for detail. Good judgement.
* Evidence of complex problem solving.
* Evidence of planning to tight deadlines.

* Ability to work under pressure and flexibly in a dynamic environment
* Diplomatic style
* Able to work on both sites and to be flexible to meet the needs of the role
