Crescent Purchasing Consortium (CPC) is a not-for-profit purchasing consortium that produces compliant purchasing frameworks and provides specialist advice on spending practices and value for money. CPC supports public sector organisations with a significant non-pay spend across the year.


What’s the role?

We are looking for a procurement professional, with knowledge and experience in the public sector, to work with our Contracting team based in Salford. You will deliver the end-to-end procurement cycle for various agreements within the People category, reporting to the Procurement Manager. You will manage business planning, pre-market engagement, end-to-end tendering, contract management, stakeholder engagement and overall performance of the agreements in your portfolio. You will mentor Procurement Officers and the Graduate Procurement Officer and provide a full procurement service to CPC members for goods or services under Frameworks, Dynamic Markets and Dynamic Purchasing Systems (DPS). Public procurement knowledge and experience under the PCR 2015 and PA 2023 is essential. Experience in an education setting is preferable but not essential. You will be required to work from CPC’s Head Office in Salford a minimum of two days per week; the remaining days are typically remote.


Responsibilities

* End-to-end procurement management for assigned contracts within the People category.
* Business planning, pre-market engagement, tendering, contract management and performance oversight.
* Provide mentoring and professional procurement support to team members.
* Deliver a full procurement service to CPC Members for Frameworks, Dynamic Markets and DPS.
* Ensure compliance with Public Contract Regulations (PCR 2015) and the Procurement Act (PA) 2023.
* Engage with suppliers and stakeholders, including pre-market consultations and determining routes to market.
* Record KPI data and manage supplier performance and sub-threshold contracts; support above-threshold processes under supervision.
* Utilise internal IT platforms (e.g., CRM) and engage with external platforms as required.
* Promote social and ethical procurement practices.


Qualifications

* Experience in a public procurement role and proficiency with current Public Procurement Regulations.
* Ability to advise colleagues, clients and members independently.
* Stakeholder engagement and supplier relationship skills; capable of leading pre-market engagements.
* Experience in end-to-end procurement, contract obligations, and KPI data management.
* Ability to manage a wide range of sub-threshold contracts; familiarity with above-threshold processes.
* Competency with IT platforms (CRM and other external platforms).
* Understanding of social and ethical procurement.
* CIPS level 4 or equivalent experience; CPC supports progression toward MCIPS.
