Job Overview

This post is a fixed‑term secondment until 31 March 2028 to meet the needs of the service. Thank you for your interest in the exciting role of Programme Director for Royal Alexandra Hospital within the Central Integrated Health Community. This role is both rewarding and challenging, perfect for someone who thrives on variety, pace, and purpose.

The redevelopment of the Royal Alexandra Hospital in Rhyl is a large transformation programme to reshape health and wellbeing in North Denbighshire. Phase 1 has recently been confirmed with approximately £33m of capital money to build a new clinical facility on the existing hospital site. Phase 2 will seek further investment to secure the future of the existing hospital building.

The Programme Director for the Royal Alexandra Hospital is responsible for the implementation of this allocated programme within Betsi Cadwaladr University Health Board. They will play a pivotal role in shaping and delivering this complex multi‑million‑pound healthcare programme that impacts the quality of patient care and service delivery.

We are looking for someone who is highly organised, confident working with senior stakeholders, and excited about getting involved in work that really matters. You'll need to be calm under pressure, quick to learn, and eager to be involved.


Main duties of the job

We are seeking a highly experienced Programme Director to lead the full end‑to‑end delivery of this flagship project. This is a rare opportunity to take strategic ownership of a complex, multi‑workstream change programme with significant impact on the health and wellbeing of the local population.

Providing direction, leadership, and assurance across all technical, capital and operational change workstreams. Working closely to an Executive Senior Responsible Officer, you will lead the project team to ensure the programme delivers on schedule, within budget, and to the highest safety and quality standards.

You will have significant experience of capital, service change and programme leadership with a clear understanding of governance.

Ensure multi‑disciplinary workstream coordination and integration to deliver on scope, schedule, financials, quality and benefit. In addition, the candidate must demonstrate experience in stakeholder management and risk management, compliance, and high‑level decision‑making.

Ensure there is a clear vision for change, robust governance arrangements and develop and nurture strong, positive relationships with partners to ensure engagement and a co‑produced approach to delivery. Including interactions at system and place levels to ensure aims and objectives are suitably represented.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications And/or Knowledge

* Masters, preferably in healthcare management, or equivalent experience
* Programme Management (MSP Practitioner)
* Continuous Improvement Practitioner /equivalent experience/qualification in improvement methodologies
* Extensive knowledge over a range of disciplines including Performance management, Continuous Improvement, Programme Management, Digital, Information, Finance, Human Resources
* Evidence of continued professional development
* Specialist knowledge of health care systems, service analysis, service transformation and programme management together with knowledge of engagement, consultation and communication and senior (Board level) relationships with partner organisations


Desirable criteria

* Project Management (PRINCE2 Practitioner or equivalent)
* Knowledge of capital processes


Experience


Essential criteria

* Significant experience and expertise in program management within the healthcare sector, with a proven record of accomplishment of successfully delivering complex programs.
* In depth professional knowledge and experience in a number of disciplines including healthcare systems, service analysis, service change/transformation and programme management.
* Extensive NHS senior management experience preferably at Board level in a public sector environment including in depth knowledge of financial management, performance management information systems and staff management. Experience of working in multi‑agency teams to deliver innovation and improvement in services.
* Achievement and experience of strategy planning, service modelling and developing successful business cases.
* Experience of effective engagement and negotiation within a hostile environment. Significant experience of successfully managing budgets and resources across multiple departments/organisations.
* Proven ability to successfully initiate and manage a programme of complex and significant projects over a significant period of time.
* Leading significant change management/improvement and process re‑engineering projects over a significant period of time with positive outcomes.


Desirable criteria

* Extensive experience of managing multi‑million pound projects and budgets including experience of complex procurements.
