Offer description

We are looking for motivated and community-minded individuals to join our team of Civil Enforcement Officers (CEOs). This is a high-profile, front-line role where you will represent the Council, helping to keep York's streets safe, accessible and welcoming for all.

As " eyes and ears" on the street – monitoring parking, issuing Penalty Charge Notices where necessary, and reporting other street-level issues so they can be addressed quickly. You will also act as an ambassador for the Council, providing advice and assistance to residents and visitors.

What We're Looking For
Excellent communication skills – you'll regularly interact with the public, sometimes in challenging situations, so you'll need to be calm, tactful and confident.

Team players with resilience – able to work effectively with colleagues while handling occasional verbal abuse or confrontation with professionalism.

Physically fit and reliable – the role requires walking up to 10 miles a day in all weather conditions, carrying equipment.

Flexible and committed – you'll work to a shift rota (including weekends and bank holidays) based on a 4-day week of 9.25-hour shifts across a 16-week pattern. This rota is fixed, so you'll always know your shifts in advance.

Full UK driving licence – essential for the role.

Experience in civil enforcement is desirable, but not essential – full training and ongoing support will be provided.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express themselves fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.

The duties of this post require the postholder to undertake a basic Criminal Record check (unspent convictions only) via the Disclosure and Barring Service.
