Surfacing Manager – Highway Services
10410 | Permanent Contract | 37 hours per week | £50,166 to £54,277 per annum (Scale L) | Countywide
Overview
Norfolk County Council is looking for an experienced Surfacing Manager to lead the delivery of our annual highways surfacing programme across the county. This is a pivotal role ensuring surfacing works are delivered safely, efficiently and to a high standard, while supporting innovation and carbon reduction.
Responsibilities
* Manage an extensive delivery programme for a broad range of surfacing activities, including carriageway resurfacing, surface dressing, footway micro‑asphalt surfacing, recycling, rejuvenation and retexturing, alongside emergency machine‑laid works.
* Oversee contractors, manage budgets and performance, and act as a key point of contact for elected members, residents and stakeholders.
* Line‑manage a Surfacing Engineer and Surfacing Technician.
* Travel to sites across the county; as public transport is not viable, a private vehicle or other means is required.
* Work additional hours as required to suit workload or site constraints.
About You
* Strong technical knowledge of highway surfacing and proven experience managing large‑scale highway maintenance programmes.
* Excellent communication and stakeholder‑management skills.
* Solid understanding of health & safety and relevant standards (DMRB, SHW, CDM).
* Experience managing budgets and contracts (NEC4).
Qualifications
* A degree (or equivalent) in civil engineering or a related discipline.
* Health & safety qualification.
* Professional membership of a relevant engineering institution.
