Grade B - £28,598 - £33.699

Consultation grade - subject to formal evaluation under the Pay Equity Review

Working 36.5 hours per week

About the Role

Birmingham City Council is looking for a proactive and analytical Workforce Planning Advisor to help shape the future of our organisation. This is an exciting opportunity to support the delivery of our People Strategy and Workforce Plans, ensuring that our services are equipped with the talent, skills, and capabilities they need—now and in the future.

You will play a key role in delivering high‑quality workforce planning advice, insights, and solutions that directly contribute to the Council's strategic goals. Working within a supportive HR Services environment, you'll collaborate with colleagues across HR, OD & Payroll, as well as wider directorates and external partners.



What You'll Be Doing

As our Workforce Planning Advisor, you will:

* Provide workforce planning advice, guidance and support to managers and service areas.
* Support the design and delivery of Directorate Workforce Plans, including analysis of workforce profiles, risks, opportunities, capability, and labour trends.
* Undertake workforce and labour market research, providing evidence‑based insights.
* Maintain and develop workforce planning policies, processes, toolkits and self‑service resources.
* Support continuous improvement across HR Services, identifying innovative opportunities.
* Contribute to the development and optimisation of HR digital systems (ERP and people systems).
* Analyse workforce data and produce clear, insightful reports to inform decision‑making.
* Promote and champion equity, diversity, and inclusion in all workforce planning activities.



About You

We're looking for someone who is analytical, curious, people‑focused, and committed to delivering excellent service.

You will have:

* CIPD Level 3 (or substantial equivalent experience).
* Experience working within a HR service.
* Strong background in customer service, HR advice, and policy guidance.
* Confidence working with data, identifying trends and developing reports.
* Experience working to service standards or KPIs.
* Proficiency in HR systems and MS Office.
* Excellent written and verbal communication skills.
* The ability to manage multiple priorities, work independently, and contribute to a team environment.
* Strong diagnostic and analytical skills, drawing accurate insights from multiple data sources.
