The starting salary for this full-time position is £81,796 per annum based on 36 hours per week.

This is a fixed term contract / secondment opportunity until 31 March 2027.

We are looking for an experienced and forward‑thinking senior leader to help shape the future of community based health and care across Surrey. This is an exciting opportunity to lead the coordination and delivery of a new SCC/ICB/VCSE Community & Neighbourhood Model, focused on prevention, early intervention and improving outcomes for residents.

About the Role

As Head of Health, Care & Neighbourhood Coordination, you will lead the development of shared objectives, delivery plans and cross system programmes, ensuring activity is fully aligned to political, strategic and financial priorities across the Council and the Integrated Care Board (ICB). You will work collaboratively with statutory partners, the VCSE sector, professionals, carers, families and communities to build strong neighbourhood‑based support that makes a meaningful difference.

A key part of the role includes working collaboratively with the VCSE sector as well as supporting the 2025/26 Better Care Fund Review, guiding the disaggregation of the BCF into new East and West Surrey unitary footprints, and coordinating delivery across complex governance arrangements. You will also play a pivotal role in progressing the work of the Continuing Health Care working group.

Operating in a highly complex and fast‑moving environment, you will work with significant autonomy, partnering closely with the Director of Transformation, Assurance & Integration alongside the Executive Director of Adults, Wellbeing and Health Partnerships, the Directorate Leadership Team, the VCSE Alliance and the ICB Executive Board.

About You

We are looking for someone who can bring:

10. A degree‑level (or equivalent) qualification and senior leadership experience in a complex health or care environment.
11. Deep knowledge of legislation, national standards and commissioning/service delivery best practice.
12. Proven experience leading major change, delivering large‑scale programmes and developing high‑performing teams.
13. Strong partnership‑building, communication, negotiation and influencing skills across multi‑agency systems.
14. High‑level analytical capability and confidence navigating complex risk, strategic drivers and financial contexts.
15. Experience shaping markets, contract models and collaborative provider/commissioner relationships.
