Job Summary: The Fraud, Error & Debt Policy & Strategy Directorate lead work to drive strategy and policy development and design to help address the fraud and error challenges facing the department. To do this, we work collaboratively across Policy Group, the department, across Government and with external stakeholders, to identify the issues and find solutions.

Job Description:
Data and AI are a key enabler to driving down fraud and error in the welfare system. This forms an essential strand of the directorate's 'plan for prevent', work endorsed by the Executive Team.

The post holder will be responsible for leading our strategic response on how data can be used in the fraud and error landscape.

Role responsibilities include:
* Providing strategic leadership for FED Data Transformation, ensuring its alignment with the goals and objectives of the DWP. Support the planning and delivery of the programme workstreams, ensuring their timely and successful completion.
* Lead and maintain relationships with a core working group of both internal and external stakeholders engaged in the specialised field of data and AI, to develop a clear strategy for the operationalisation of data into DWP benefits to reduce fraud and error.
* Provide support to senior leaders and the department by providing informed insights on data usage to prevent fraud and error. Prepare detailed reports and presentations to clearly communicate findings and recommendations, addressing a wide range of queries and opportunities.
* Lead on external, ministerial, and other government department (OGD) engagement and briefing on FED data and AI policy.
* Establish strong connections and ensure alignment with broader Departmental strategies and programmes. Advocating and influencing from the FED perspective and whilst identifying opportunities for collaborative development.
* Collaborating with the Change community and others to develop a comprehensive business case for future spending review bids and fiscal events. Including the development of a strong benefits case to secure ongoing investment and support in the FED data space.
* Oversee the strategic delivery of the Fraud Prevention Fund, ensuring effective allocation and utilisation of resources to drive innovative initiatives aimed at reducing fraud and error across the department.

An understanding or experience of data or digital strategy would be advantageous in this role.

Experience Key Criteria
* Experience working closely with Data Scientists and Data Analysts and building networks of stakeholders to tackle significant challenges (lead criteria).
* Understanding or experience of developing and implementing data or digital strategies.
* An understanding of how data can be utilised to improve service performance and reduce fraud and error, alongside familiarity with key industry techniques, e.g. entity resolution.
* Excellent written and oral communication skills, with an ability to command analytical, and technical data issues at pace and produce high quality written work and presentations for a range of audiences.
* Experience working across government to identify areas for data collaboration.
* Understanding of the legal issues (e.g. around fairness) involved in applying AI (and in particular Machine Learning Models) in public services.


1. Application & Sift

Your Personal Statement must show demonstrable evidence of what you did, how you did it, and what outcome was achieved. This should include the impact of your approach and evidence of your ability to take forward different approaches in different circumstances.

The standards detailed in the Experience Key Criteria are the minimum expectations for the role and only candidates with the strongest evidence will be invited to interview. In the event of a large number of applications, meeting the pass standard for the lead criteria \"Experience working closely with Data Scientists and Data Analysts and building networks of stakeholders to tackle significant challenges\" will determine if the other criteria are scored. Candidates will have to meet the standard for all criteria to progress to interview.

2. Interview Stage

If you are successful at the sift you will be invited to a MS Teams interview. The interview will comprise of Behaviour-Based questions, and shorter strength based questions.
