Salary: £33,143 – £36,363 a year plus £963 essential car user allowance

As a Tenant Engagement Officer at Luton Borough Council, you will strengthen relationships between our housing services and residents, ensuring tenant voices are heard, valued, and influence decision‑making.

Your responsibilities include managing and coordinating a diverse programme of tenant engagement activity, organising and supporting meetings such as the Partnership Board, Scrutiny Panel, Neighbourhood Forums and resident groups; preparing reports, agendas and minutes; ensuring actions are followed up and delivered effectively; responding to tenant and internal enquiries; using your housing knowledge and relevant legislation to resolve issues promptly and make informed decisions within agreed timescales; designing and delivering tenant communications, newsletters, publications and leaflets; project‑managing the production of the statutory Tenant and Leaseholder Annual Report; developing and improving tenant participation opportunities; designing and implementing engagement initiatives, managing consultations and surveys; analysing feedback and presenting findings; leading community‑focused projects, managing grant applications, securing funding and evaluating outcomes; maintaining accurate records of tenant involvement, managing databases and ensuring compliance with data protection regulations; supporting and developing resident groups, overseeing governance processes such as AGMs, providing guidance to tenant volunteers; organising training, events and workshops to build skills; deputising for the Tenant Engagement Manager when required; supporting financial processes, social value initiatives, and partnership working. This role does not attract sponsorship.


About You

- Motivated and organised individual with proven experience of project management and consultative working within a housing or resident engagement environment.

- Strong interpersonal skills, confidence, and professionalism to engage with a wide range of people, including residents, colleagues and senior managers; comfortable handling sensitive or challenging situations face‑to‑face; ability to communicate clearly, politely and effectively; deliver presentations and respond to enquiries.

- Skilled in research methods and tools to gather, interpret and analyse data; able to work with complex financial and numerical information; translate information into clear, detailed reports with evidence‑based insights, identify trends and make practical recommendations.

- Self‑starter who can work on own initiative within established guidelines; effective at planning, prioritising and organising workload while contributing to wider service planning activities.

- Confident in using a range of IT systems, including Microsoft Office applications, spreadsheets and databases; good understanding of performance monitoring and reporting.

- Sound understanding of equality and diversity issues; good working knowledge of the legislation and regulatory framework affecting social housing.

- Educated to a good standard, with excellent written English and numeracy skills.

- Requires flexibility, including occasional evening and weekend work, and ability to travel to sites across the Borough.
