Job Overview
In support of the development of clinical services the Betsi Cadwaladr Health Board (BCUHB) has established an extensive capital programme amounting to £10 to £20 million a year, split between All‑Wales and discretionary capital, for the development of a range of new and refurbished facilities. We are now seeking to strengthen our in‑house construction project management team to oversee the delivery of the capital expenditure programme.
Working within an area team based in Wrexham you will manage a number of capital construction projects, from inception to completion, to ensure they are successful in facilitating the development of services on behalf of the population of north Wales. The role involves working with principal contractors, site operatives, supervisors, clerks of works and construction‑related specialist consultants. It includes responsibility for the management and control of contracts, delegated project budgets and the issue of contract certificates and claims. The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Main Duties of the Job
Support the Head of Capital in the day‑to‑day management and development of the Betsi Cadwaladr University Health Board’s (UHB) Capital Assets, providing in‑house project management and supervision of capital schemes. Ensure delegated capital projects are delivered in accordance with UHB’s policies and procedures and meet the defined project deliverables in relation to cost, time and quality.
Responsible for safe, efficient, and economical design, the management of delegated multi‑stranded capital projects (concurrently) from inception to completion, the preparation and presentation of feasibility studies, the undertaking of all contract administration duties, and site supervision for UHB capital schemes.
Prepare proposals for agreement, project plans, and ensure all schemes are designed in accordance with national and statutory requirements. Support the commissioning process for schemes. Manage supervisors, contractors, professional construction consultants and outside agencies in the execution of works. Provide specialist estates project advice to directors, senior managers, other estates staff and external contractors. Maintain and provide all record drawings and maintenance manuals for all UHB properties, and maintain all technical and legislative information relating to estates construction and design matters where required.
Details of Responsibilities
* Participate in the delivery of delegated capital projects within the UHB’s Estate Development, in accordance with NHS guidelines.
* Provide effective project management to ensure that schemes are delivered to the required specification within the agreed cost and time limits and are compliant with all national and local requirements, regulations, policies and guidance.
* Formulate the project brief, determine the extent of the project team, select, vet, appoint and brief professional construction consultant practices where appropriate.
* Lead and chair project meetings, including project progress meetings with contractors and hired consultants, and commissioning team meetings with users.
* Liaise with users to obtain project briefs, provide technical support, and prepare costed option appraisals to support business cases for capital investment.
* Contribute to the preparation of business cases to support the Estate Strategy, in accordance with national and local guidance.
* Liaise with UHB departments to formulate scheme designs in accordance with national and local policies and guidance.
* Ensure that all projects are delivered efficiently within delegated budget, on time and to the required quality standard, and manage all contractual issues, control financial budgets, issue payment certificates and agree settlements of claims throughout the duration of the scheme.

Qualifications
Essential criteria
* Degree in construction discipline or an approved equivalent qualification/experience.
* Sufficient postgraduate work leading towards corporate membership of a recognised professional institute (e.g. Chartered Registration).
Desirable criteria
* Master’s degree.
* Membership of an appropriate professional body (chartered registration).
* Evidence of continuing professional development.
Experience
Essential criteria
* Extensive, proven experience of managing capital projects or a similar approved construction‑related environment.
* Proven ability in delivering large capital schemes to time, within budget and to user satisfaction.
Desirable criteria
* Experience in the design and specialised construction of hospital premises.
Skills
Essential criteria
* Able to communicate effectively, both verbally and in writing, highly complex information to a wide range of audiences, including senior and operational managers.
* Demonstrate analytical and problem‑solving and constructive negotiation skills.
* Competent use of IT and software packages pertinent to the post.
* Understand and comply with statutory responsibilities.
* Conversant with the use of site survey equipment for preparation of topographical and level surveys.

Knowledge

* Must have served formal training associated with the construction industry or an approved environment.
* Able to demonstrate knowledge of building regulations, planning constraints, codes of practice, and contractual requirements.
