The Role
This post is a key part of the Property and Asset Management team, holding a fundamental role in delivering multi-million-pound programmes of work identified in the Council's housing investment plans. You will lead capital works projects from inception to completion, taking full responsibility for cost, quality, and delivery.
You will act as the lead on developing projects through the Council's capital work stages, including commissioning, developing scopes of work, reviewing technical proposals, and administering works contracts on-site.
Main Areas of Responsibility
Project Delivery: Develop and implement capital construction projects to meet Hackney's Housing Asset Management Strategy and legislative standards.
Contract Administration: Act as the contract administrator for projects under frameworks or standalone contracts, leading mini-tendering and overseeing works on-site.
Risk & Safety: Identify and manage construction risks and ensure contractors fulfill their CDM (Construction Design and Management) requirements.
Financial Oversight: Manage project budgets, review pricing documentation, and approve payment recommendations in accordance with Council standing orders.
Team Leadership: Coordinate a multi-disciplinary project team including Quantity Surveyors, Design Officers, Clerk of Works, and Resident Liaison Officers.
Resident Engagement: Contribute to resident consultations, chairing public meetings and ensuring services are delivered in a customer-focused manner.
About You

Qualifications & Knowledge:
A degree-level qualification in a relevant discipline (e.g., surveying, architecture, engineering) or equivalent significant experience in construction and project management.
Strong knowledge of building maintenance and experience working with housing management databases and office systems.
A professional qualification in project management or contract administration is desirable.Skills & Abilities:
Proficient IT skills, specifically with Google packages.
High level of numeracy for carrying out detailed calculations and preparing data.
Excellent verbal and written communication skills for dealing with the public, councillors, and senior managers.
Ability to prioritize a heavy workload involving multiple complex projects.
