Are you a highly organised person, with an eye for finances and detail?
Torfaen County Borough Council is seeking to recruit an enthusiastic, professional, and committed individual to help deliver the diverse and challenging workload of a busy compliance and claims team.
Your role will be to provide senior support for Shared Prosperity Funded programmes.
We have an approved UKSPF Investment Plan, and the funding is secured up to 31st March 2025 and we are looking for a Finance Officer to be responsible for the SPF spend in Torfaen for the People and Skills and Multiply programmes, including the financial management & associated monitoring of projects.
We need the right person to help to deliver against this plan for the Council and join our exciting team.
The successful applicant will need to develop, design, and implement programme systems to allow the effective monitoring of project budgets and their associated output indicators.
You will be responsible for regular presentations of financial and monitoring reports to the Group Leader for Skills, Employability and ACL.
Knowledge of the Levelling Up Fund and experience of monitoring projects involving financial and qualitative data sets and externally funded projects is essential.

Qualifications / Experience:
Essential
1. HNC or equivalent in the field of finance or suitable relevant experience.
2. An in depth knowledge of IT products including Excel, MS Access and SQL.
3. Experience of line management.
4. Experience of finance and monitoring systems and processes, particularly with respect to employability and skills projects.
5. Ability to communicate effectively with colleagues from different service areas.
Desirable
6. Project Management qualification (e.g. PRINCE 2, Agile) or equivalent experience.
