2 months contract (with a possibility of extension) with a Local Authority Job Summary: • To lead on the operational asset management of the Council’s land and property portfolio, driving value-added initiatives to maximise revenue income and capital receipts. • To prepare and implement the Council’s Asset Management Strategy and Plan, ensuring alignment with corporate objectives and statutory requirements. • To provide professional property, valuation and transactional advice in relation to acquisitions, disposals, lease negotiations and regeneration matters. Key Duties/Accountabilities (Sample): • Lead the operational management of a mixed commercial and housing asset portfolio, ensuring assets are strategically managed to maximise return on investment. • Prepare, implement and review the Council’s Asset Management Strategy and associated action plans. • Undertake property inspections, surveys and valuations, preparing detailed reports for Cabinet Members, Committees and senior officers. • Lead on acquisitions and disposals of land and property interests, undertaking full due diligence and managing transactions through to completion. • Negotiate Heads of Terms for new leases, lease renewals, rent reviews and other landlord and tenant matters. • Provide valuation advice and support the commissioning and preparation of the Council’s capital asset valuations. • Monitor asset performance, identifying underperforming properties and recommending strategic disposal, redevelopment or investment options. • Prepare options appraisals to support investment, disposal or regeneration decisions. • Provide specialist property and regeneration advice to the Strategic Head of Property and Commercial Services, Chief Officers and Members. • Manage and maintain the corporate Asset Management System, ensuring property data is accurate, compliant and up to date. • Produce management information reports and analytical data to support strategic decision-making. Skills/Experience: • Significant experience in asset management within a local authority or public sector environment. • Experience managing a mixed commercial property portfolio. • Strong knowledge of landlord and tenant legislation and property law. • Demonstrable experience of acquisitions, disposals and property transactions. • Experience negotiating Heads of Terms, lease renewals and rent reviews. • Experience undertaking property valuations and preparing valuation reports. • Strong commercial awareness and ability to maximise asset value and return on investment. • Experience preparing options appraisals and business cases. • Ability to provide strategic property advice to senior stakeholders and elected Members. • Experience using corporate Asset Management Systems and producing management reports. • Excellent analytical, negotiation and report writing skills.
