Role: Senior Project Manager/ Employers Agent – (JPC-117)

Location: Sevenoaks Office

Sector: Public & Private Sector Consultancy

Salary: £55,000 - £65,000


Overview

We are representing our client, a respected multidisciplinary construction consultancy, in their search for a Senior Project Manager / Employer’s Agent to join their Sevenoaks office. This role is central to delivering residential, mixed‑use and regeneration projects from inception through to completion, acting as the key liaison for clients and ensuring projects are managed to the highest professional standards. Working within a small, supportive team and reporting directly to the Team Leader/Delivery Director, the successful candidate will lead pre‑ and post‑contract activities, manage stakeholder relationships and ensure robust contract administration across multiple schemes.

Key Responsibilities

Pre‑Contract Procedures & Administration

* Organise and manage all pre‑contract investigations, surveys and due‑diligence requirements.
* Chair and minute pre‑contract meetings.
* Project manage other consultants on behalf of the client where required.
* Undertake client funding and development control requirements.
* Prepare Employer’s Requirements, Performance Specifications, Build Agreements and JCT Contracts.
* Manage tendering processes (single‑stage and two‑stage), including EU procurement analysis and reporting.
* Produce Tender Reports and Value for Money Reports.
* Undertake drawing reviews and audit checklists.
* Own and maintain the Project Programme and Risk Register.
* Ensure appropriate stage invoices are issued.


Post‑Contract Procedures & Administration

* Coordinate overall project delivery to ensure timely and satisfactory outcomes for clients.
* Chair and minute site meetings.
* Undertake NDSS/GLA assessments and drawing reviews.
* Conduct regular site inspections to monitor progress, defects and site matters.
* Issue instructions, certificates and notices in a timely manner.
* Assess contractor payment applications, issue Payment Notices and advise clients on cashflow forecasting.
* Carry out and/or organise pre‑handover snagging, de‑snagging and handover inspections.
* Collate and review unit handover documentation to enable Practical Completion.
* Manage End of Defects inspections and monitor defects throughout the Defects Liability Period.
* Prepare Final Accounts (including claims where applicable) and issue Final Statements.
* Review Gateway 2 & 3 submissions and Regulation 38 packs as part of fire administration procedures.


General Project Management & Client Liaison

* Act as the primary point of contact for clients, contractors, developers, Clerk of Works and other stakeholders.
* Understand the differing requirements of housing associations, developers and local authorities.
* Provide procurement and contract advice to clients.
* Support construction phase delivery through strong understanding of on‑site processes.
* Ensure key contractual deliverables are met and clients receive required information.
* Report monthly to the Team Leader on fee projections and anticipated income vs programme.
* Support the wider team by assisting on sites outside your own projects when required (e.g., snagging, end‑of‑defects inspections).


Ideal Candidate Profile

* Minimum 3 years post‑graduate experience.
* Experience across:
* Residential and public‑sector projects
* Mixed‑use developments
* Regeneration
* Land‑led schemes
* Remediation projects
* Strong communication skills with the ability to engage confidently with clients, contractors, subcontractors, residents and internal teams.
* A team player who is also capable of working independently and objectively during inspections and site‑based tasks.
* Loyal, process‑driven, willing to learn and able to support junior team members.
* Strong understanding of JCT D&B 2024, PCSA contracts and Development Agreements.
* Knowledge of procurement routes and contract administration.
* Ability to manage multiple projects and competing priorities.
* Commitment to personal development and willingness to attend the office when not on site to support team cohesion and learning.
* Valid UK driving licence and ownership of a ULEZ‑compliant car.
* Willingness to travel across Essex, Kent, Surrey, Sussex and Hampshire, with occasional travel beyond the Home Counties when required.
