Role Overview
We are seeking an experienced Freelance Quantity Surveyor to support the commercial delivery of a busy Highways Framework across the East Anglia region. The role will sit within a Tier 1 delivery environment and will play a key part in ensuring robust commercial control across multiple workstreams and schemes.
This is a fast-paced role requiring a proactive individual with proven experience managing complex frameworks, maintaining strong commercial governance, and working collaboratively with delivery teams and clients.
Key Responsibilities
Commercial management of highways projects delivered under a major framework
Preparation and management of cost plans, forecasts, and budgets
Administration of NEC contracts (NEC3 / NEC4)
Managing change control, early warnings, and compensation events
Measurement, valuation, and agreement of works
Subcontractor procurement, negotiation, and account management
Preparation and submission of applications for payment
Assessment of subcontractor applications and final accounts
Cost reporting and monthly CVRs
Risk and opportunity management
Close collaboration with project managers, planners, engineers, and client representatives
Supporting commercial strategy across the framework portfolio
Essential Requirements
Proven Tier 1 contractor experience on major highways frameworks
Demonstrable experience managing busy multi-project frameworks
Strong background in highways/infrastructure delivery
Expert knowledge of NEC forms of contract
Strong commercial and contractual awareness
Excellent stakeholder management and communication skills
Ability to manage multiple projects simultaneously
Self-motivated and able to work with minimal supervision
Desirable
Degree-qualified in Quantity Surveying or a related discipline
Membership of RICS or working towards
Experience working within regional highways frameworks
Strong reporting and financial control background
Working Arrangements
Site and office based across East Anglia
