Job Title: Commercial Officer
Location: HM Naval Base, Portsmouth (HMNBP)

Salary: £32,500 - £37,500
Responsibilities
* Support the day‑to‑day commercial management of Maintenance and Alongside Services, ensuring activities comply with contractual requirements under the FMSP contract.
* Administer and manage service‑related contracts, reviewing work orders, monitoring compliance and ensuring commercial controls across reactive, planned, and project‑based maintenance activities; support subcontractor performance monitoring and payment applications for accuracy and compliance.
* Validate cost capture, support forecast and budget development, and ensure expenditure aligns with authorised funding and contractual entitlements.
* Provide information for reporting, audits and performance reviews, ensuring contractual obligations are met and evidence is clear.
* Assist in the administration of change‑control processes associated with Maintenance and Alongside Services.
Qualifications
* Commercially focused and driven; thrive in a fast‑paced operational environment.
* Strong commercial mindset with ability to balance value for money, contractual compliance and service delivery performance.
* Can work independently and as part of an integrated team, building strong relationships across operational, commercial and client interfaces.
* Excellent attention to detail and ability to manage multiple priorities while maintaining accuracy and governance.
* Knowledge and experience of terms & conditions in an infrastructure or engineering environment.
* Professional certifications such as WCC Foundation or CIPS are desirable but not essential.
* Solid understanding of commercial, quantity surveying or contract management principles within an infrastructure or engineering environment.
* Confidence in supporting cost control activities and contract administration.
