The Head of Fleet Compliance and Governance is a senior leadership role at South Central Fleet Services Ltd, responsible for ensuring the Trust’s vehicle fleet and engineering operations meet all statutory, regulatory, and internal compliance standards. This role provides strategic direction and operational oversight of fleet governance, safety, and quality assurance, while leading a multidisciplinary team including compliance officers, auditors, and a Quality Control function.
The postholder will act as the Trust’s subject matter expert on fleet compliance, develop and implement governance frameworks, and ensure continuous improvement through robust audit, reporting, and risk management systems. This position requires strong leadership, regulatory expertise, and the ability to influence at senior levels across internal and external stakeholders.
Main duties of the job
1. Strategic Leadership & Governance
o Develop and implement the Trust’s Fleet Compliance and Governance Strategy.
o Advise senior leadership on fleet compliance, safety, and regulatory risks.
2. Fleet Compliance & Regulatory Assurance
o Ensure compliance with DVSA, VOSA, CQC, and other regulatory bodies.
o Oversee Operator Licence obligations and vehicle maintenance standards.
3. Workshop Governance & Engineering Standards
o Set and monitor engineering and workshop safety standards.
o Ensure accurate reporting and resolution of defects and vehicle off-road (VOR) data.
4. Driver Compliance & Operational Risk
o Oversee driver compliance, including checks, licence validation, and incident reporting.
5. Quality Control & Assurance
o Manage the independent QC team to assess vehicle safety and maintenance.
o Implement Trust-wide improvement initiatives based on QC findings.
6. Reporting & Governance
o Develop and deliver KPI reporting frameworks and dashboards.
o Monitor team performance and align reporting with strategic goals.
7. Audit Framework Development
o Design and implement a standardised audit framework for fleet compliance.
o Maintain audit schedules and ensure follow-up on findings.
8. Standardisation & Governance Tools
o Standardise compliance processes and documentation across the Trust.
o Maintain and update SOPs, checklists, and templates.

Job Role requirements
Essential criteria
* Experience in a similar senior management position
* Degree in Engineering or related qualification
* Detail knowledge of workshop operations
* Proven track record of leading audits, regulatory inspections, and risk management processes
* Expert knowledge of DVSA, VOSA, and other relevant fleet regulations
Desirable criteria
* Experience in emergency service fleet operations setting
* Strong understanding of engineering standards, workshop safety, and vehicle maintenance
* Proven track record of implementing change and improvements in a workshop environment
