Purpose of Job
The Education Access Officer will manage and deliver statutory duties on behalf of the local authority. They will implement operational policies, ensuring effective consultation with education settings, children, and families, and communicate these with appropriate guidance.
They will support the delivery of the service area, including policies and processes such as:
* School Admissions and appeals
* Children Missing Education (including enforcement)
* Elective Home Education
* Part-time timetables and flexi-school arrangements
* Delivery on traded Service Level Agreements (as necessary)
Key Responsibilities
1. Ensure effective processes are embedded in the service to identify and support Children Missing Education, Elective Home Education, and School Admissions.
2. Administer the admissions process, support the application of the Fair Access Protocol, and manage the admissions database, processing applications, and offering places.
3. Discharge the Local Authority’s statutory responsibilities regarding Elective Home Education, including implementing School Attendance Notices and Orders, and informing parents and carers of their legal duties under Section 7 of the Education Act.
4. Support and guide families concerning Education Access, undertaking direct casework as necessary.
5. Manage service data effectively, ensuring compliance with Council information governance.
6. Assist in identifying Children Missing Education, including initial discussions with families and unannounced home visits to determine how children are being educated if not on a school roll.
7. Maintain accurate case records and decisions.
8. Support in processing deregistration information for families electing to Home Educate.
9. Use legal measures under the Education Act 1996 and The Children Act 1989 to secure appropriate educational provision and attendance, safeguarding children in line with CRS thresholds and Early Help policies.
10. Deputise for the Senior Education Access Officer.
11. Perform any other duties reasonably within the scope of the post after consultation.
