The Procurement specialist plays a key role in delivering efficient, compliant and value driven procurement services across the North East London NHS Foundation Trust (NELFT) and North London NHS Foundation Trust (NLFT), as part of the North East London Procurement Partnership (NELPP).

Working under the guidance of the Procurement Business Partner, the post holder supports the implementation of the Trusts’ Procurement Strategy, ensuring procurement activities align with organisational goals, deliver best value, and uphold the Trusts’ core values of kindness, respect and community collaboration.

The role is responsible for managing defined categories of expenditure, delivering a portfolio of contracts, and ensuring compliance with procurement standards, Standing Financial Instructions, and relevant legislation. The post holder supports sourcing activities, including competitive tenders, quotations and supplier negotiations, with a focus on achieving measurable cost savings, improved service quality and strong value for money outcomes.

The role involves working within an agile environment, combining office based and remote working, with travel across North East London sites as needed.

Main duties of the job

The Procurement specialist will:
1. Taking responsibility for the procurement of defined Categories of Expenditure by delivering a portfolio of contracts
2. Supporting the Procurement Business Partner as directed (and deputising in their absence), in the management of procurement and operational activities associated with delivery against business objectives and timescales.
3. Providing specific procurement category support and advice to the procurement team and liaising with business leads within the Trust to ensure compliance in the use of agreed standardised products, and that the range of items within catalogues is rationalised to an optimum level.
4. To support the delivery of an efficient and effective procurement and contracting service to meet customer requirements ensuring the best value for all aspects of the Trusts’ business and to promote this service to all users.
5. To support with achieving and maintaining the NHS Procurement & Commercial Standards accreditation by leading on a key area of strategic delivery.

Essential criteria

  • High standard or general education including English and Mathematics
  • Relevant first degree, equivalent relevant vocational qualification, training or equivalent demonstrable experience.
  • Must have or be prepared to work towards the completion of becoming a Qualified member of the Chartered Institute of Procurement & Supply (MCIPS).
  • Excellent verbal, written, presentational and numerical data analysis skills
  • Evidence of Continuous Professional Development; post education learning, or post graduate equivalent accreditation

  • Higher level of competency with Excel and procurement systems

  • Experience of a customer service environment
  • Procurement, tendering and contract management experience
  • Extensive experience of competitive tenders/quotations
  • Reviewing and negotiating with suppliers and stakeholders across an organisation and a track record of achieving cost reductions and cost avoidance
  • Managing projects to time and budget, using appropriate tools and methodologies
  • Experience of leading projects within multidisciplinary teams to deliver significant change

  • Demonstrable knowledge of public sector procurement
  • Experience and training in contract & category research and source planning
  • Specialist day to day procurement knowledge relating to a range of categories of non-pay spend
  • Understanding and experience of how business case development and approvals add value to the procurement function and inform investment decisions
  • Expertise in public sector procurement and contract management obtained via further training and experience or the equivalent.

    This role is subject to UK immigration requirements.
